BACKGROUND
Due to persistent problems regarding non-residential parking in residential areas, the
City established a Residential Permit Parking Program.
Two Residential Permit Parking Zones currently exist, one adjacent to Amador Valley
High School and the other adjacent to Foothill High School. This current request would
establish a new zone that would include all homes on Walnut Drive.
The "Permit Parking Zone Guidelines" are outlined in the Pleasanton Municipal Code
and used to review requests for inclusion into existing zones and the creation of new
zones. The two primary guidelines are:
1. A demonstrated problem exists. This is usually accomplished by showing
that 60% to 75% of the available on-street parking spaces are occupied by
non-residents.
2. A petition signed by at least 67% of the block's residents showing support
for the Permit Parking Zone.
DISCUSSION
In January of 2011, staff was contacted by a resident of Walnut Drive requesting the
inclusion of Walnut Drive in the Residential Permit Parking Program. A parking study
was performed on the southern half of Walnut Drive (see map below) and found that the
majority of vehicles parked on this street between the hours of 10 am and 5 pm on
weekdays are non-residents. The percent -
of the on-street parking that was non- N
resident ranged from 78% to 87% during
these hours. Vehicles were parked for most -
of the day indicating they are likely
employees parking from neighboring
businesses on Ray Street.
A
The percent of non-resident parking was
higher than our threshold and demonstrated
that a parking impact exists. Staff ° 43
recommended the use of the 3 hour parking ' 41 w tS'
restriction that is used in other downtown o , 4161 4148
locations and that this time limit restriction f
be placed on all of Walnut Drive, as it is A4,,„ 41f ry
likely if only the southern portion of Walnut ^
Drive is restricted the problem will simply '3'
shift further north on the street.
1
A petition was created for the requesting aq'`
resident to circulate in her neighborhood to
gather the necessary 67% support needed
