BACKGROUND <br /> The existing trail that runs along the south side of Valley Avenue between Sunol <br /> Boulevard and the Alameda County Transportation Corridor is a route for children <br /> attending Hearst Elementary and Pleasanton Middle School on Case Avenue. The <br /> existing trail, approximately 950 feet in length, runs between Richert Lumber and the <br /> creek. It has been losing half of its northern edge due to soil erosion into the adjacent <br /> creek. This bank failure created tripping concerns that were immediately addressed by <br /> the installation of temporary fencing that diverts users away from the failed bank. This <br /> temporary measure narrowed the existing trail to approximately six feet wide at some <br /> locations and creates concern for its heavy use. <br /> Repairing the existing trail would require the installation of a retaining wall, multi-agency <br /> environmental coordination, and possible mitigations; a lengthy permitting process; <br /> disrupt service while being repaired; and would cost more than the construction of a <br /> new trail. <br /> This project was reviewed and approved by the Bike and Pedestrian Committee on <br /> September 24, 2012. <br /> This project will construct an eight-foot wide pedestrian pathway on the opposite side of <br /> the creek (north side) where it will not be impacted by the soil erosion issue and will also <br /> involve removal and replacement of three trees, irrigation adjustments, and installation <br /> of fencing. Once the new pathway is completed, the old trail will be closed off by <br /> removing the asphalt concrete and fencing off the area. In addition to addressing the <br /> soils issue, the new trail will be more convenient for children going to and from school. <br /> DISCUSSION <br /> Bids <br /> Sealed bids for this project were opened on March 25, 2013. A total of six bids were <br /> received ranging from $79,500 to $117,132 (see Attachment 1, Bid Summary). The low <br /> base bid amount is approximately 9% lower than the engineer's estimate of$90,000. <br /> The low bid of $79,500 was received from A-1 Septic Tank Service, Inc. of Hayward, <br /> California. All bid documents were found to be in order and past work performed by this <br /> contractor was verified to be satisfactory. Staff is recommending award of the <br /> construction contract to A-1 Septic Tank Service, Inc. <br /> Required soils testing will be performed by ENGEO Incorporated of San Ramon, <br /> California (in accordance with the terms of its existing on-call contract) for a not-to- <br /> exceed amount of$6,400. <br /> Budget <br /> A funding and estimated expenditure summary is presented in Attachment 2. <br /> Page 2 of 3 <br />
