DISCUSSION <br /> The first proposed amendment provides for more efficient use of the annual General <br /> Assembly meeting of member cities by discouraging the submission of resolutions to <br /> the entire membership which may have little or no support from other cities. The <br /> second proposed amendment is reasonable in light of the fact that at many meetings of <br /> the Board of Directors, a considerable number of directors are not present. Sometimes <br /> this results in a majority of those present taking a position on a statewide measure <br /> which a majority of the entire board might not actually concur with.
