DISCUSSION
The first proposed amendment provides for more efficient use of the annual General
Assembly meeting of member cities by discouraging the submission of resolutions to
the entire membership which may have little or no support from other cities. The
second proposed amendment is reasonable in light of the fact that at many meetings of
the Board of Directors, a considerable number of directors are not present. Sometimes
this results in a majority of those present taking a position on a statewide measure
which a majority of the entire board might not actually concur with. By requiring a 2/3'd
vote of those present, it is more likely that the position taken reflects a majority of the
board.
Submitted by: Approved y:
192A-Lce-
Q,.i_Jonathan Lowell Nelson Fialho
U" City Attorney City Manager
Attachments:
1.
