BACKGROUND <br /> The Alameda County Waste Management Authority (ACWMA) operates according to <br /> the terms of a 1992 Joint Exercise of Powers Agreement (JPA) for the management of <br /> solid waste and the promotion of recycling throughout Alameda County. According to <br /> the JPA, the Authority has the power to enact countywide ordinances and is responsible <br /> for preparing planning documents to meet state requirements, implementing countywide <br /> diversion programs, and determining landfill disposal needs. The Authority's 17-member <br /> board of elected officials includes representatives from each of the fourteen city councils <br /> in Alameda County, the County Board of Supervisors and two sanitary district boards. <br /> Councilmember Pentin is the City Council's representative on the Authority Board. <br /> Resolution to Designate the ACWMA Board as the Local Task Force <br /> Under state law, all proposed County Integrated Waste Management Plans (CoIWMP's) <br /> amendments must be reviewed by a Local Task Force (LTF). The ACWMA JPA gave <br /> the ACWMA Board the authority to make appointments to the LTF on an interim basis, <br /> subject to confirmation by the County. The County Charter Amendment that created the <br /> Recycling Board (Measure D, approved by the voters in 1991) encouraged the <br /> designation of the Recycling Board as the interim LTF, but the designation was never <br /> confirmed by the member agencies. The proposed resolution confirms the ACWMA's <br /> appointment of the Recycling Board as the LTF. <br /> DISCUSSION <br /> The proposed resolution is in response to a state mandated Local Task Force.
