Ordinance No. <br /> Page 4 <br /> meetings shall comply in all respects with Section 54950 et seq., of the Government Code, <br /> known commonly as the Ralph M. Brown Act. <br /> C. All meetings shall be open to the public and shall follow a prepared agenda. <br /> Minutes of all meetings shall be kept and filed with the city clerk. <br /> D. Seven commissioners need to be present to constitute a quorum aid a vote to <br /> approve or deny shall only occur upon a majority vote of the commissioners present. <br /> f. Amend §5.08.040 Statements and records as follows: <br /> A. No statements shall be conclusive as to the matters set forth therein, nor shall the <br /> filing of the same preclude the city from collecting by appropriate action such sum as is actually <br /> due and payable hereunder. <br /> B. If the collector deems it necessary in order to ascertain the amount of the license <br /> tax due, the collector may require the applicant or licensee to submit a verification by written <br /> statement to confirm as true and correct the reported amount of gross receipts or operating <br /> expenses; after which the collector may require further verification by a certified. public <br /> accountant or similar agent of the applicant or licensee attesting to the financial information Of <br /> the collector may examine the applicant's or licensee's records, including but not limited to, <br /> federal and state income tax returns, financial statements and other financial reports. <br /> g. Amend §5.08.110 Posting as follows: <br /> A. Any licensee transacting and carrying on business at a fixed place of business in <br /> the city shall keep the license posted in a conspicuous place upon the premises where such <br /> business is carried on. <br /> B. Any licensee transacting and carrying on business but not operating at a fixed <br /> place of business in the city shall keep the original or a copy of the license upon his or her person <br /> at all times while transacting and carrying on the business for which it is issued. <br /> C. Any licensee transacting : • -gating at a fixed <br /> place of business in the city, shall keep the original license upon the licensee's person at all time:± <br /> while transacting and carrying on the business for which the license has been issued. <br /> h. Amend §13.08.020 Definitions as follows: <br /> For the purposes of this chapter the following words and phrases shall mean: <br /> A. "Daylight" means any time from one-half hour before sunrise to one-half hour <br /> after sunset. <br /> B. "Director" means the director of parks and community services of the city. <br />
