Staff has been involved with the formation of this agency and has conducted its review <br /> of the proposed JPA and is recommending that it inform Stopwaste.org of its intent not <br /> to join at this time. This recommendation is based on the following: <br /> . Concern regarding program and general administration of a new regional agency <br /> with broad powers that could determine the direction of local energy related activities <br /> . City would potentially receive only a pro rata share of grant funding that could limit <br /> funding needed for its programs <br /> . Stopwaste.org's expertise is in recycling and waste management and staff it <br /> concerned regarding changing that focus to a new role regarding energy matters <br /> . Proposed weighted voting structure will limit City's influence <br /> . Somewhat redundant with existing agencies including, the Bay Area Regional <br /> Energy Network that performs a similar function <br /> . There is a potential/tendency for this type of county wide agency to place more <br /> emphasis on the needs of larger cities including Fremont, Oakland, Berkeley, <br /> Hayward rather than Tri-Valley communities <br /> Implications of not participating could include loss of an opportunity for some grant <br /> funding and some disconnection with broader energy matters that would be addressed <br /> by the JPA. However, the City has a long standing approach of being active in the <br /> energy area that would limit these impacts and if appropriate, the City could elect to join <br /> in the future. <br /> If the City Council concurs with staff's recommendation, the attached resolution <br /> (Attachment 1) would be forwarded to Stopwaste.org.
