Proclaim March 2013 as National Red Cross Month <br /> Vice-Mayor Cook-Kallio presented the proclamation. <br /> Varsha Clare, American Red Cross and Alameda County Leadership Council, said the Red Cross is a <br /> volunteer-based humanitarian organization that provides support to people impacted by disasters and <br /> empowers other through the teaching of preparedness techniques. <br /> 8. Public Comment - None <br /> PUBLIC HEARINGS AND OTHER MATTERS <br /> 9. Approve the annual progress report on implementation of the General Plan Housing Element for <br /> the calendar year 2012 and authorize submittal to the California Department of Housing and <br /> Community Development and the Governor's Office of Planning and Research <br /> Planning Manager said the report is designed to measure the City's progress in meeting the goals and <br /> policies of its Housing Element and looks at such things as the number of residential permits issue, the <br /> affordability level of units, and the implementation of certain Housing Element programs. The report's <br /> findings are not in any way used to penalize the City for failing to meet its Regional Housing Needs <br /> Assessment (RHNA) requirements. <br /> Ms. Stern reported that housing numbers have remained largely affected by the recent recession until <br /> this past year when several larger projects totaling 467 units came forward.
