Site from the adjacent 2003 Arroyo Realignment Project. Prior to the City's <br /> improvement of the Community Park Site, SPA and/or Developers shall <br /> have the right to remove all stockpiled fill material, except for approximately <br /> 13,500 cubic yards, which shall be left for the City's use. SPA shall have no <br /> further obligation to fund or make any improvements on, or related to, the <br /> Community Park Site, or carry out any mitigation measures associated with <br /> the development of the Community Park Site. <br /> (b) With the recordation of the first final map for the Project Site, SPA shall <br /> dedicate to City the Stoneridge Drive Right of Way to accommodate the <br /> construction of the Stoneridge Drive Extension Improvements. <br /> Section 3.06. Construction of Stoneridge Drive Extension Improvements and <br /> Opening Stoneridge Drive to Through Traffic. SPA shall cause the construction <br /> of the Stoneridge Drive Extension Improvements as part of the Staples Ranch <br /> Project. Prior to the start of construction of the two bridges over the Arroyo <br /> Mocho, the City will hold a public workshop in the Stoneridge Drive <br /> neighborhood detailing the mitigations and conditions required for the opening of <br /> Stoneridge Drive to through traffic. The workshop will also provide potential <br /> timelines for when the milestones for the opening of Stoneridge Drive to through <br /> traffic are expected to occur. The Stoneridge Drive Extension Improvements <br /> shall include a gate(s) and/or barrier(s) to inhibit through traffic to and from El <br /> Charro Road if at the time the Stoneridge Drive Extension Improvements are <br /> completed, Jack London Boulevard (in Livermore) as a two lane road with four <br /> lanes at its intersection with El Charro Road and with Isabel Parkway ("the Jack <br /> London Boulevard Improvements") has not been completed and opened to <br /> through traffic. When the Jack London Boulevard Improvements have been <br /> completed and Jack London Boulevard is open to through traffic (or if the Jack <br /> London Boulevard Improvements have been completed and Jack London <br /> Boulevard is open to through traffic when the Stoneridge Drive Extension <br /> Improvements are completed), the City shall immediately open Stoneridge Drive <br /> to through traffic but the bridges over the Arroyo Mocho shall be striped for one <br /> lane of travel in each direction. Prior to the opening of Stoneridge Drive to <br /> through traffic, the City shall (1) place noise attenuating pavement on all <br /> portions of Stoneridge Drive from Santa Rita Road to its current terminus at <br /> Trevor Parkway and (2) construct a soundwall starting at the western edge of <br /> Snowdrop Circle and extending east approximately 65 feet. After Stoneridge <br /> Drive has been open to through traffic for two years, the City Council may at any <br /> time thereafter determine to stripe the bridges over the Arroyo Mocho for two <br /> lanes of travel in each direction thereby opening the road to its full four lane <br /> configuration. Prior to doing so, the City shall evaluate traffic data, solicit <br /> community input and schedule a public hearing for review and consideration of <br /> the matter. <br /> Section 3.07.
