11 . The site will provide an accessible path to all common areas as determined by <br /> the Building and Safety Division. <br /> 12. All existing wells on the site will be removed or sealed, filled and abandoned <br /> pursuant to Alameda County Ordinance 73-68, prior to the start of grading <br /> operations unless Zone 7 retains specific wells for observation wells, or special <br /> approval is obtained from Zone 7 and the City Engineer for use of an existing <br /> well for landscape irrigation. If an existing well is retained for this purpose: <br /> a. Backflow devices to prevent the cross contamination will be provided. <br /> b. A certified Backflow Inspector will inspect the well and backflow devices <br /> annually and will submit a report the City Engineer for review and acceptance. <br /> 13. Prior to the start of grading, all existing septic tanks or holding tanks will be <br /> removed or sealed, filled, and abandoned, pursuant to the requirements of the <br /> Alameda County Department of Health Services. <br /> 14. The storm drain inlets will be clearly marked and maintained with the words "No <br /> Dumping — Drains to Bay." <br /> 15. Stormwater Design Requirements. The project will comply with the NPDES <br /> Permit applicable at the time of building permit issuance. The following <br /> requirements will be incorporated into the project, unless otherwise determined by <br /> the City Engineer: <br /> a. A final grading and drainage plan prepared by a licensed civil engineer <br /> depicting all final grades and on-site drainage control measures including <br /> bioswales will be submitted. Irrigated bioswales will be designed to optimize <br /> the amount of the stormwater running off the paved surface that enters the <br /> bioswale at its most upstream end. This plan will be subject lo the review and <br /> approval of the City Engineer prior to the issuance of any building permits. <br /> b. In addition to natural controls, structural control, such as an oil/water <br /> separator, sand filter, may be required to intercept and pretreat stormwater <br /> prior to reaching the storm drain. <br /> c. Information related to the sizing of treatment areas and other treatment <br /> controls will be required. <br /> d. Landscaping will be designed to minimize irrigation and runoff, promote <br /> surface infiltration where appropriate, and minimize the use of fertilizers and <br /> pesticides that can contribute to stormwater pollution. <br /> e. Structures will be designed to discourage the occurrence and entry of pests <br /> into buildings, thus minimizing the need for pesticides. <br /> Conditions of Approval/PUD-80 <br /> Page 22 of 25 <br />
