• The Housing Element for the period 2007-2014 was adopted in February 2012. <br /> • Building permits were issued for 467 dwelling units. <br /> • The City appropriated $8 million from the Lower Income Housing Fund to support <br /> redevelopment of two extremely low-income elderly housing projects. <br /> • Planning approvals were awarded to BRE for two high density/mixed use <br /> projects in Hacienda, with a combined total of 506 rental apartments and <br /> affordable housing agreements for 76 of those units. <br /> • Proposals were received for four additional sites with a combined total of 1,028 <br /> units. Affordable housing agreements for these projects are being discussed. <br /> • The City's Growth Management Ordinance was amended to insure that it does <br /> not prevent the City from meeting its share of the regional housing need. <br /> • A nexus study was started to determine the need to update the Lower Income <br /> Housing Fee. <br /> • The City actively supported a wide range of nonprofit organizations. <br /> • Multifamily development standards and guidelines were adopted for high density <br /> housing. <br /> • Three amendments to the zoning regulations were drafted to reduce barriers to <br /> development of housing for special needs groups including the homeless, <br /> disabled and agricultural employees. <br /> ENVIRONMENTAL ASSESSMENT <br /> This is an informational report and not a project as defined by CEQA Guidelines Section <br /> 15378, and therefore no environmental assessment is required. <br /> STATUS OF CITY RESOLUTION 10-390 <br /> In July 2010, the City Council adopted City Resolution 10-390 (Attachment 2) approving <br /> enhancements to the City's existing non-discrimination housing policies. In general, the <br /> resolution highlights the City's focus on strengthening its emphasis for promoting the <br /> development of well-designed affordable housing for families with children and in <br /> particular, in promoting the construction of affordable three bedroom units. The <br /> resolution also states the City's intention to have the City Manager regularly report on <br /> efforts to meet these goals as stated in the resolution. <br /> Since the adoption of the resolution the City has finalized its Housing Element update <br /> that includes information regarding the City's efforts to promote new affordable housing, <br /> including the rezoning of properties. As one part of this overall effort, staff met recently <br /> with non-profit developers to provide information on available sites suitable for new <br /> residential development and has met with the developers of new residential projects <br /> and encouraged them to include affordable units with larger number of bedrooms in <br /> their developments. Based on these efforts, staff anticipates that future affordable <br /> housing agreements will include a number of larger affordable units as anticipated in the <br /> resolution. <br /> Page 3 of 4 <br />
