ORDINANCE NO. 2059 <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PLEASANTON <br /> AMENDING PLEASANTON MUNICIPAL CODE CHAPTER 2.28 (HUMAN SERVICES <br /> COMMISSION), 2.32 (PARKS AND RECREATION COMMISSION), 2.34 (LIBRARY <br /> COMMISSION) AND 2.39 (CIVIC ARTS COMMISSION) TO ADD ONE YOUTH TO <br /> EACH AS A NON-VOTING MEMBER OF SUCH COMMISSIONS ON A TWO YEAR <br /> TRIAL BASIS <br /> WHEREAS, the Youth Master Plan recommends increasing youth participation on City <br /> commissions and committees; and <br /> WHEREAS, the Youth Master Plan Oversight Committee recommended to the Youth <br /> Commission, and the Youth Commission recommended to the City Council, that a high-school <br /> aged youth from the community be added to each of the four above-referenced City <br /> commissions; and <br /> WHEREAS, youth members are to be selected and appointed per the Procedures for <br /> Appointments to City Boards and Commissions (Res. 97-18); and <br /> WHEREAS, the proposed position of a non-voting youth member for each of the <br /> commissions shall be for a two year trial period. <br /> NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES <br /> HEREBY ORDAIN AS FOLLOWS: <br /> SECTION 1. The Pleasanton Municipal Code is hereby amended to add a high school <br /> aged youth as a non-voting member of the Human Services, Parks and Recreation, Library and <br /> Civic Arts Commissions on a two year trial basis, as follows (additions shown in underline): <br /> Chapter 2.28 Human Services Commission <br /> 2.28.030 Membership; appointments; voting. <br /> A. The commission shall have seven regular commissioners, one youth member, <br /> and one alternate commissioner, all of whom shall be residents of the city. <br /> B. The seven regular commissioners and the one alternate commissioner shall be <br /> selected from the community at large. The youth member shall be the minimum age of a high <br /> school freshman. The regular commissioners, the youth member, and alternate commissioner <br /> shall be appointed by the mayor, subject to ratification by the city council as provided in the <br /> adopted city council resolution establishing procedures for appointments to boards and <br /> commissions. <br /> C. Commissioners are eligible to participate in all discussions of the commission <br /> except that the alternate commissioner shall vote only if one of the regular commissioners is <br /> absent or has a financial conflict of interest, and the youth member shall not vote. <br /> D. The alternate commissioner may serve as a voting member on any <br /> subcommittee of the commission and may be designated as the commission's representative to <br /> other boards and commissions. <br />
