Vice-Mayor Cook-Kallio said it is particularly important to her that the RHNA obligation be spread <br /> throughout the community. She said the community needs to have a conversation about what the <br /> numbers really mean and what opportunities, such as an amendment to the Inclusionary Zoning <br /> Ordinance, might exist to leverage market rate units and reduce the density of future development. <br /> She said she was very concerned over the idea of not connecting El Charro. She acknowledged the <br /> cost but said that to force future residents of the plan area down Busch Road would essentially <br /> eliminate any benefit of connecting Stoneridge Drive. She said she is incredibly interested in the <br /> concept of an ACE Train station and would like some discussion around the idea. She recognized the <br /> difficulty of compiling so many ideas into one document but said she found parts of the Vision <br /> Statement difficult to absorb. She encouraged staff to assist the Task Force in putting together a more <br /> concise plan that honors the same content but provides a clearer and firmer understanding of the <br /> intent. <br /> Mayor Thorne complimented the Task Force on its work but said he felt the Vision Statement itself <br /> read more like an instruction manual, with key elements that are perhaps more appropriate as design <br /> criteria, and encouraged the Task Force to pare it down. He said he would like to see more analysis <br /> and traffic studies before they get into connecting roads, designing highways, and contemplating how <br /> to fund El Charro through to Stanley. <br /> 23. Consider the East Pleasanton Specific Plan Task Force At-Large Membership <br /> Mr. Fialho presented a brief staff report, stating that in May 2012 the Council approved the formation <br /> of an 18 member task force comprised of 2 Planning Commissioners, 1 Parks & Recreation <br /> Commissioner, 1 Housing Commissioner, 6 neighborhood representatives, 3 property owners and 5 at <br /> large representatives. As a result of the November 2012 general election, one of the at large <br /> representatives (Brown) is now a Councilmember. Consequently, the Council is being asked to <br /> appoint a new at large member or formally change the composition to include a Council member or <br /> members to serve on the task force. <br /> If the Council chooses the latter, these members would act as co-Chairs rather than the Planning <br /> Commissioners who currently serve. If the Council elects to appoint new at large members, whether <br /> through appointment by Councilmembers Brown or Pentin, the normal recruitment process would be <br /> observed and the nominations ratified by the Council at a separate meeting. <br /> Vice-Mayor Cook-Kallio noted that Matt Sullivan, who was a Councilmember at the time of the Task <br /> Force formation, retains his appointment. She asked if electing to appoint members would require that <br /> they rescind his appointment and allow him to reapply as an at large member. <br /> Mr. Fialho said no, staff's recommendation would be to allow Councilmember Brown to appoint her <br /> replacement and Councilmember Pentin to appoint an additional at large representative, bringing the <br /> total composition to 19 members. <br /> Mayor Thorne opened the public hearing and seeing no speakers, closed the public hearing. <br /> Councilmember Brown said she reviewed the meeting minutes from when the Task Force was formed <br /> and there was no statement that a Councilmember could not serve. She also looked to historical <br /> examples and found many instances of Councilmembers weighing in on the same item as both a task <br /> force member and a member of the Council. She said she would like to remain on the Task Force, <br /> with or without an additional Councilmember, but that she could support either option. She also noted <br /> that one of the two Planning Commissioners currently serving intends to run for Council and they could <br /> be faced with the same predicament after the May 7` election. <br /> Mayor Thorne said it was always his intent to have a Council free task force and to ultimately reach <br /> the point where any type of planning based task force is driven by the Planning Commission.
