MINUTES CITY OF PLEASANTON REGULAR CITY COUNCIL MEETING January 15, 2013 CALL TO ORDER Mayor Thorne called the regular meeting to order at the hour of 7:00 p.m. Vice Mayor Cook-Kallio lead the Pledge of Allegiance and provided introductory remarks. ROLL CALL Present: Councilmembers Brown, Cook-Kallio, Pentin, Mayor Thorne Absent: One Vacancy AGENDA AMENDMENTS City Manager Fialho reported that Item 8 would be continued to the next regular meeting. CONSENT CALENDAR Administrative Services 1. Approved special meeting minutes of November 27, 2012 and regular meeting minutes of December 4, 2012 City Attorney 2. Ratified the City Manager's action executing the First Amendment for a two-month extension of the Agreement providing for Rent Stabilization of Space Rents for Hacienda Mobilehome Park City Manager 3. Approved and authorized the City Manager to execute Amendment 1 to the Staples Ranch Funding and Improvement Agreement with Continuing Life Communities and he Surplus Property Authority of Alameda County providing the construction of the Stoneridge Drive Soundwall (CIP 115035) not to exceed $200,000; and approved the expenditure of $200,000 to reimburse CLC for cost related to completing work said Soundwall 4. Approved and authorized the City Manager to execute an agreement with Packet Fusion in the amount in the amount of $323,058.93 for the purchase and installation of a new city telephone system; approved project contingency in the amount $26,941 and the appropriation of $350,000 from the Equipment Replacement Fund (042900) to said project Mayor Thorne disclosed that he had several discussions with staff regarding this item, particularly as it relates to the selection of an outside vendor over one that is local. He said he reviewed both proposals and, while he does not intend to pull the item for further discussion, he hoped that in considering future contracts the City would extend some priority to qualified local vendors. Pleasanton asks its citizens to shop locally and he would like to ensure the City does the same. Aaron Lee, Maverick Networks, said he is one of the two vendors who submitted bids on this project. Maverick Networks is both a Mytel and ShoreTel partner located only 1.7 miles outside of Pleasanton. He acknowledged Packet Fusion's qualifications and its ShoreTel references, but said that Maverick Networks has extensive municipality references with Mytel as well as several large enterprise multi-
