Commendation to Pleasanton Seahawks participating in the Winter Junior Olympics <br /> Vice-Mayor Cook-Kallio read the individual proclamations honoring Pleasanton Seahawks Jonah <br /> Cooper, Timothy Yao, Tyler Lu, and Christopher Jhong into the record. <br /> Mayor Thorne added his congratulations. <br /> Seahawks Coach Brian Holm detailed some of the more recent and impressive accomplishments of <br /> the Seahawks, including the national relay record set by the four being honored that night. He said this <br /> is a wonderful time to be a Seahawk, particularly with the invaluable support provided by the City of <br /> Pleasanton and the Dolores Bengtson Aquatic Center. He presented the honorees with a plaque from <br /> U.S. Swimming. <br /> 21. Public Comment <br /> Sylvia Cox, Livermore Amador Valley Transportation Agency (LAVTA) Wheels l3us, provided a brief <br /> summary of service changes effective January 26, 2013. In response to customer comments and <br /> operator feedback, Route 8 has been simplified. Buses 8 and 8B will now operate in a complete circle, <br /> each travelling one unique pattern all day and serving all destinations previously covered. Route 10B <br /> was incorporated into Route 8 in order to complete the circle and will no longer be a standalone <br /> service. Routes 3 and 12 have increased weekday frequencies during commute periods and Route 10 <br /> now has two additional trips to meet the vey early Bart trains at the Dublin Pleasanton station. In <br /> response to passenger complaints, Route 70X has been adjusted to improve on time performance. <br /> PUBLIC HEARINGS AND OTHER MATTERS <br /> 22. Review and discuss the working draft Vision Statement to guide the preparation of the East <br /> Pleasanton Specific Plan <br /> Mayor Thorne acknowledged the concerns of some that the Council is discussing the Vision <br /> Statement prior to a vote by the East Pleasanton Specific Plan Task Force. He assured them that this <br /> is one of what will be many opportunities for the Council to receive updates and provide input, so that <br /> the end product is something the Council can ultimately support. <br /> Community Development Director Dolan presented the staff report. He provided a brief review of the <br /> plan area and the specific process outlined for the Task Force. To assist in ceveloping the Vision <br /> Statement, staff prepared a preliminary background report, opportunities and constraints analysis, <br /> general traffic report, economic and market analysis, and environmental conditions report. Once the <br /> Task force has adopted the Vision Statement, they will take a closer look at the opportunities and <br /> constraints and analyze several land use and circulation plan alternatives before selecting a preferred <br /> plan alternative and preparing environmental documents for the formal public review process. <br /> City Council Minutes Page 4 of 13 January 15, 2013 <br />
