NEXT HOUSING ELEMENT UPDATE <br /> Pleasanton will soon be starting work on the 5th update to its General Plan Housing <br /> Element. The latest draft schedule for this work shows adoption of the Housing <br /> Element due in December 2014 (see Attachment 2). The Housing Element update <br /> process will include a review of the City's available inventory of housing sites to <br /> determine if the Regional Housing Needs Assessment (RHNA) for the 2014-2022 <br /> planning period can be accommodated or if additional land needs to be rezoned to <br /> accommodate the housing need. The draft4 RHNA is as follows: <br /> Table 2: 2014 — 2022 Regional Housing Needs Assessment <br /> Income Category Draft Regional Housing Need Allocation <br /> (2014-2022) <br /> Very Low Income 713 <br /> Low Income 389 <br /> Moderate Income 405 <br /> Above Moderate Income 551 <br /> Total 2,058 <br /> The income distribution of the numbers is important because the City must have land <br /> zoned for higher density residential development (30 plus units per acre) to meet its <br /> obligation for very-low and low-income households. Therefore, the City must have <br /> approximately 37 acres of appropriately zoned land to meet its obligation to <br /> accommodate (713 + 389) 1,102 units affordable to low- and very-low income <br /> households. It cannot count sites that get approval during the 2007-2014 period. <br /> Sites anticipated to remain in the City's inventory for the 2014-2022 planning period <br /> include four of the nine sites recently rezoned as part of the Housing Element update, <br /> and the 12.4 acre Roche site (in Hacienda near the BART station). Higher density <br /> residential sites anticipated to be available in the 2014-2022 RHNA cycle could <br /> accommodate approximately 991 or more units. In addition, there is land zoned for <br /> lower density residential development that would accommodate approximately 270 <br /> units5, making a total of approximately 1,261 residential units that could be <br /> accommodated. The table below provides an estimate of the additional units and <br /> acreage of residentially-zoned land that will be needed to meet the City's 2014-2022 <br /> RHNA. How much of this housing should be planned in the East Pleasanton area will <br /> be a matter for discussion by the Task Force and City decision-makers. <br /> °According to the attached schedule, the Final RHNA should be issued on June 3, 2013 <br /> 5 The 270 unit estimate includes: the Auf der Maur property on Bernal Avenue by Bonde Ranch (51 units); <br /> 98 medium density units on the Pleasanton Gateway site; 50 units on Lund Ranch II, tt0 units on <br /> Spotorno, and 10 units on Oak Grove; and other sites, such as lower density properties by Foothill Road <br /> (20 units estimated).
