No action is required. <br /> SUMMARY <br /> This agenda report describes recent actions taken by the City of Pleasanton to increase <br /> the supply of land zoned for multifamily development and which of these sites is likely to <br /> move forward in the development process in the near future. The report also considers <br /> the upcoming Housing Element cycle and the draft Regional Housing Needs Allocation <br /> for 2014 to 2022. <br /> BACKGROUND <br /> In accordance with State Planning and Zoning law which requires each city and county <br /> to address its share of the regional housing need (RHNA), and consistent with the <br /> Settlement Agreement entered into for the Urban Habitat litigation, the City adopted a <br /> new General Plan Housing Element in February 2012. Part of this work included <br /> rezoning of nine sites totaling 73 acres to allow multifamily residential development. If <br /> developed at the minimum densities specified, these nine sites could result in <br /> approximately 2,300 additional multifamily units. This action followed the adoption of <br /> the Hacienda TOD Standards and Design Guidelines and rezoning of three sites near <br /> the Pleasanton/Dublin BART station in March 2011, and the approval of the 350 unit <br /> Windstar project at the West Pleasanton/Dublin BART station in 2009. The location of <br /> these sites is shown in Attachment 1. As of January 2013 the City has approved <br /> projects on two of the Hacienda TOD sites, and is reviewing applications for <br /> development on four additional sites. <br /> DISCUSSION <br /> The table below lists the recently rezoned sites, the three Hacienda sites and the <br /> approved Windstar project which collectively represent a large proportion of the City's <br /> future residential development. Not included in this list are a number of smaller-scale <br /> single-family projects and custom homes that may also be approved and/or developed <br /> but will represent a far smaller number of units. <br /> Several multifamily projects are currently in preliminary or development review. Staff <br /> estimates that projects totaling about 1,600 units may move forward within the next five <br /> years. <br />
