MOTION: It was m/s by Brown/Pentin to waive full reading and adopt Resolution No. 12-589 <br /> calling for the holding of an All Mail Ballot Special Municipal Election on Tuesday, May 7, 2013, to <br /> fill a City Council Vacancy and to authorize an appropriation in the amount of $250,000 from the <br /> General Fund Contingency to the City Clerk Election Budget. Motion carried by the following <br /> vote: <br /> Ayes: Councilmembers Brown, Cook-Kallio, Pentin, Mayor Thorne <br /> Noes: None <br /> Absent: One Vacancy <br /> 17. Selection of Vice Mayor and confirm appointments of City Council Members to various Council <br /> Subcommittees and Local and Regional Boards and Commissions <br /> City Manager Fialho stated that Mayor Thorne identified and appointment Council members to <br /> serve on various local and regional committees and subcommittees, as reflected in the staff report <br /> attachment. The Council is being asked to ratify these appointments as well as to appoint a Vice- <br /> Mayor. <br /> Mayor Thorne said he has asked Councilmember Cook-Kallio to serve as Vice-Mayor. <br /> MOTION: It was m/s by Pentin/Brown to approve, accept and confirm appointments of Cook- <br /> Kallio as Vice-Mayor and of Council members to various Council Subcommittees and Local and <br /> Regional Boards and Commissions. Motion carried by the following vote: <br /> Ayes: Councilmembers Brown, Cook-Kallio, Pentin, Mayor Thorne <br /> Noes: None <br /> Absent: One Vacancy <br /> Vice-Mayor Cook-Kallio said she appreciated the appointment to Vice-Mayor but observed that <br /> she was appointed as an alternate to some of the transportation commissions and committees <br /> she had specifically requested appointment to. She also noted that she was the only candidate in <br /> this last election who was in favor of transportation funding and said she would have liked to have <br /> seen someone strongly in favor of both transportation funding and transportation projects <br /> appointed to these seats. <br /> 18. Approve an agreement with the Veterans Administration Medical Center-Livermore and <br /> Livermore-Pleasanton Fire Department to provide emergency services, arid a revenue sharing <br /> agreement with City of Livermore <br /> Fire Chief McGill presented the staff report, stating that in July 2012 the Alameda County Fire <br /> Department was awarded the bid to protect the Lawrence Livermore Laboratory, Sandia <br /> Laboratory and Site 300. In order to allow them the most competitive bid the department changed <br /> their deployment model and closed Fire Station 8 located on College Avenue in the middle of the <br /> City of Livermore. In moving from Station 8, the County no longer meets the response <br /> requirements for the Veteran's Administration Hospital. At approximately the same time, the <br /> Livermore-Pleasanton Fire Department (LPFD) moved from the City of Livermore Police Dispatch <br /> to the Alameda County Regional Emergency Communications Center. The federal government <br /> subsequently issued an RFP seeking fire protection for the hospital arid LPFD is the only <br /> department capable of provided the level of service required by federal guidelines. <br /> LPFD submitted and was awarded a five-year bid totaling a little over $4.3 million, which is based <br /> on an average cost per call multiplied by the number of calls anticipated to the hospital. The <br /> average cost per call was determined using the entire LPFD operating budget because the bid <br /> City Council Minutes Page 5 of 7 December 4, 2012 <br />
