BACKGROUND <br /> The preparation of an East Pleasanton Specific Plan is called for in the City's General <br /> Plan. In May 2012 the City Council approved the formation of an 18-member East <br /> Pleasanton Specific Plan Task Force, which has met five times since August 2012. <br /> Following an orientation meeting, the Task Force has focused on learning about the East <br /> Pleasanton area with a field trip, discussions of opportunities and constraints, and reports <br /> on traffic conditions, an economic and market assessment of the area, and an <br /> environmental baseline report. During the last three Task Force meetings, the group has <br /> also focused on creating a Working Draft Vision that will be used to guide the preparation <br /> of the East Pleasanton Specific Plan. <br /> The preparation of the East Pleasanton Specific Plan will generally follow these steps: <br /> • Understand existing conditions, opportunities and constraints <br /> • Explore economic conditions, development trends and opportunities and <br /> constraints <br /> • Decide on major objectives or vision <br /> • Draft a range of options (land use and circulation plans) for development and <br /> conservation <br /> • Test options against how they meet objectives (traffic analysis, fiscal analysis, <br /> sustainability, etc.) <br /> • Revise options and recommend a preferred plan <br /> • Complete environmental analysis and adopt a Specific Plan for East Pleasanton <br /> The Task Force has made substantial progress on the first three steps in this process <br /> and is about to embark on the preparation of a range of alternative plans. Information on area constraints and opportunities, existing <br /> traffic conditions, market and economic conditions, an environmental baseline report, and <br /> potential future housing needs is available at: <br /> http://www.ci.pleasanton.ca.us/business/planning/eastpleasanton/draftdocuments.html <br /> DISCUSSION <br /> The Draft Vision Statement in Attachment 1 has evolved out of three Task Force meeting <br /> discussions (in October, November, and December 2012) and a Community Workshop <br /> held on November 29, 2012. The first Task Force dialog took the form of a free-ranging <br /> discussion of concepts to be included in the Vision. Staff and consultants subsequently <br /> crafted these concepts into a preliminary draft that was further refined by the Task Force <br /> at its November meeting for discussion at the Community Meeting. <br /> At the Community Workshop, following a short presentation on the planning process, the <br /> approximately 40 participants were invited to visit four "idea stations" with topics including <br /> Character, Land Use, Circulation, and Open Space/Sustainability. Each station featured <br /> image boards that listed brief vision statements and questions to promote discussion. <br /> Page 2 of 3 <br />
