BACKGROUND <br /> On February 13, 2012, the City Council adopted a Climate Action Plan which confirms <br /> the City's commitment to resource conservation and energy efficiency. The creation of <br /> Specifications for City-wide Landscape Design Guidelines and the Landscape <br /> Document Submittal Checklist are a vital part of the Plan. The City recognizes the need <br /> for a landscape approach that both preserves and enhances Pleasanton's character <br /> and encourages sustainable development. <br /> The primary goal of the project ultimately will be to implement comprehensive City-wide <br /> Landscape Design Guidelines for use by project applicants and their designers, for both <br /> residential and commercial projects, with public or private landscapes that are irrigated. <br /> The Design Guidelines will provide project applicants with specifics as to an appropriate <br /> plant palette for use in Pleasanton, and other suggestions or strategies that will aid the <br /> project applicant in achieving the ultimate goal of the Design Guidelines, water—efficient <br /> landscaping. <br /> Related to this goal, the creation of a "working" Landscape Document Submittal <br /> Checklist will provide project submittal checklists and forms (i.e. water usage <br /> worksheets and certifications) necessary to meet various requirements of State, <br /> regional, and local agencies (i.e. the State of California Water Efficient Landscape <br /> Ordinance (WELD), Bay-Friendly Basics Landscape Requirements (BFB), City <br /> Municipal Code, including but not limited to the Tree Preservation Ordinance, Chapter <br /> 17.16) Additionally the process will include the introduction of recycled water in <br /> Pleasanton for irrigation and will detail the proper use and design guidelines mandated <br /> by the State of California. The purpose of the Checklist will be to: 1) provide project <br /> applicants with a working document that includes all of the various requirements for a <br /> complete submittal and 2) enable City staff to review project submittals efficiently. <br /> The preparation and implementation of the City-wide Landscape Design Guidelines and <br /> Landscape Document Submittal Checklist will help to fulfill the City's commitment to <br /> resource conservation and sustainability as outlined in the City of Pleasanton Climate <br /> Action Plan. <br /> The City posted a Request for Qualifications (RFQ) for the proposed project in August <br /> 2012. Four (4) consultants submitted conforming Statement of Qualification (SOQ) <br /> proposals and were each interviewed on October 17, 2012. According to the evaluation <br /> criteria as outlined in the RFQ, the selection committee determined that the most <br /> qualified proposal was submitted by Heacox Associates Landscape Architects. After <br /> follow-up discussions to clarify the scope and cost of the project, a not-to-exceed price <br /> of $90,300 was negotiated. <br /> Page 2 of 3 <br />
