BACKGROUND <br /> The El Charro Road and 1-580 Interchange was built in 2009, and will become the new <br /> east entrance to the City of Pleasanton with the completion of the Stoneridge Drive <br /> extension in the fall of 2013. Caltrans installed basic groundcover for the intersection, <br /> leaving detailed landscaping to the individual cities to coordinate. The City of Dublin <br /> landscaped the north quadrants of the interchange in February 2010, and Livermore is <br /> scheduled to complete the landscaping of the southeast quadrant in early 2013. <br /> Gates + Associates of San Ramon designed the project and will continue construction <br /> support, if necessary. The intent of the proposed design was to create a complementary <br /> style to the Livermore landscaping, creating a seamless appearance to the two <br /> quadrants. See Attachment 3 for illustration of the landscaping. The City Council <br /> awarded the design contract to Gates + Associates in August 2012 for the amount of <br /> $49,208. Topographical survey work by Alexander & Associates was also required to <br /> complete the design. <br /> The work includes traffic control, water pollution control, environmental stewardship, <br /> clearing and grubbing, earthwork, importing soil, directional boring and sleeves, <br /> irrigation, soil preparation, soil amendments, fertilizers, headers, mulch, planting, <br /> hydroseed, and 90-day maintenance. Landscaping maintenance after the 90-day <br /> period will become the City's responsibility. A maintenance agreement will be set up <br /> with Caltrans as this area is within Caltrans' right of way. Due to Caltrans' limited <br /> maintenance program, staff has determined it is in the City's best interest to maintain <br /> the area ourselves. <br /> DISCUSSION <br /> Bids <br /> The engineer's estimate for the project was $360,000. Sealed bids were opened on <br /> December 17, 2012. Thirteen responsive bids were received that ranged from <br /> $291,301 to $413,997 (see Attachment 1). The low bid was received from Bortolussi & <br /> Watkin, Inc. of San Rafael, California. All bid documents were found tc be in order, and <br /> past work performed by Bortolussi & Watkin was verified to be satisfactory. Staff <br /> recommends award of the construction contract to the lowest responsible bidder, <br /> Bortolussi & Watkin, Inc. <br /> Budget <br /> The total programmed budget for this project (CIP No. 115023) is $488,358, including <br /> $138,358 of RM2 funding. Staff recommends that the contingency amount for this <br /> project be set at 10% of the construction contract to cover unknown underground utility <br /> conflicts. A summary of funding and estimated expenditures is presented in <br /> Attachment 2. <br /> Page 2 of 3 <br />
