Environmental Consulting Services <br /> MIXED-USE PROJECTS <br /> AWARD-WINNING PROJECT-Environmental Impact Report for the City Center Mixed Use Project, City of San <br /> Ramon. MBA was contracted to prepare an Environmental Impact Report(EIR)for a 2.1-million-square-foot, <br /> mixed-use infill project located in the City of San Ramon. The project is located on 44 acres at the intersection <br /> of Bollinger Canyon Road and Camino Ramon and proposes 487 residential units,a 165-room hotel, 635,000 <br /> square feet of commercial retail, 670,000 square feet of office space, 110,000 square feet of civic uses <br /> associated with a new City Hall,and nine parking structures with more than 6,600 spaces. The EIR tiers off <br /> the previously certified City of San Ramon General Plan EIR and the City Civic Center EIR. Issues of concern <br /> included aesthetics, air quality, land use, noise,traffic congestion, parking supply, and water supply.The SEIR <br /> included an innovative mitigation measure,which to the best of our knowledge has not been used anywhere <br /> else. The measure, MM AIR-7, allowed that at least 50 percent of the total project landscaping would consist <br /> of trees with low ozone-forming potential and drought-tolerance. Drought-tolerant trees were chosen from the <br /> East Bay Municipal Utility District's Plants and Landscapes for Summer-Dry Climates. Mitigation was <br /> actualized through collaboration between MBA and the East Bay Municipal Utilities District(EBMUD). EBMUD's <br /> book is award-winning and gives development projects a list of trees and shrubs that are drought-tolerant and <br /> climate-zone specific. Given that some trees emit more biogenic volatile organic compounds (BVOC)that are <br /> considered precursors to ozone formation,staff ranked EBMUD's list of drought-tolerant trees in Climate Zone <br /> 14 by their ozone-forming potential and produced a list of trees that would be good for water conservation and <br /> air quality. This project won the 2007 State AEP Award for Outstanding Environmental Analysis Document and <br /> the Environmental Business Journal's Project Merit Award for Outstanding Energy&Infrastructure Project. <br /> EIR for Mixed-Use Specific Plan, City of Grand Terrace. MBA was retained to prepare a comprehensive EIR in <br /> concert with a Specific Plan for the proposed 100-acre "mixed use" project on the former"Outdoor Adventures <br /> Center" property within the city limits of Grand Terrace. The project site is located east of the 1-215 and south of <br /> Barton Road. The preliminary design concepts focuses on the development of approximately 92 acres of mixed- <br /> use development including 44 acres of retail commercial development and additional retail development <br /> consisting of smaller retail tenants and restaurants. The remaining properties would then be developed as an <br /> approximately 10-acre research and development/business park and up to 17 acres of medium-density <br /> residential.The project would also include such open space uses as a series of small lakes and water features. <br /> MBA proposed several options for the land use plan relative to the onsite drainages and jurisdictional areas(U.S. <br /> Army Corps of Engineers only)located onsite,which influenced a decision on the need for or appropriate Clean <br /> Water Act-related permits(e.g., Regional Water Quality, Fish and Game). Work has not yet begun on this project. <br /> Elnoka Village Mixed Use Development EIR, City of Santa Rosa. MBA is currently preparing an EIR, air quality, <br /> and noise studies for the City of Santa Rosa for the Elnoka Village mixed use development. The project site is <br /> located on approximately 12.7 acres of vacant land and is bounded by a state park,vacant land,State Route <br /> 12,and the Oakmont Senior Living development. The project includes development of 209 residential units <br /> and about 5,000 square feet of commercial uses. Forty-two(42)of the residential units will be sold as <br /> affordable housing,and the project will have numerous sustainability features such as "Build it Green" <br /> certification for the residential buildings, underground parking to increase setbacks and open space, a <br /> rideshare program,and rain gardens to capture winter rainfall. Project issues include effects on aesthetics, air <br /> quality, noise, and traffic. The project will also need to be consistent with a General Plan update that is <br /> currently in process.The Draft EIR is intended to address all public infrastructure improvements and all future <br /> developments that are within the parameters of the proposed project. <br /> FirstCarban' <br /> SOLUTIONS <br /> r .m . 4 <br />
