stated in the bid documents, staff and the selected vendor will need to undertake an
extensive process of determining final system configuration and assignment of phone
types and as a result, the "final" results may vary from the bid amounts. Nevertheless, for
this bid the City's purchasing guidelines do not require selection of the lowest bidder as is
the case with public works projects. Rather, the procedures allow for selection of the
most qualified proposal provided it is approved by the City Council.
Packet Fusion's proposed price is $310,799, plus applicable taxes. However, as noted
the final price may vary depending on the ultimate system configuration and selection of
various handset models available from ShoreTel. To address this situation, staff is
recommending a $26,000 project contingency.
Regarding service to the public, this installation will not require a change in City phone
numbers. Further, through the use of ShoreTel's automated attendant, voice routing, and
other features, public services, should improve considerably. Also, as part of the phone
replacement, will be a new voicemail system. Based on the current project schedule,
system configuration will begin within sixty days with the entire system expected to be
operational within 6 months
Submitted by: Approved v:
Steven Bocian Emily Wagner Nelson Fial
Assistant City Manager Director of Finance City Manager
Attachments
A.
