BACKGROUND <br /> As part of the overall planning for the Staples Ranch development, the City approved <br /> the Stoneridge Drive Policy Statement with ACSPA, environmental groups and <br /> representatives for the Stoneridge Drive area requiring, in part, that a soundwall would <br /> be constructed on Stoneridge Drive between Snowdrop Circle and Trevor Parkway. At <br /> the time, staff was uncertain of the specific soundwall location within the existing planter <br /> area and wanted to receive input from property owners/residents adjacent to the <br /> proposed soundwall regarding interest for completing the project. Since that time, staff <br /> conducted a public meeting and contacted residents who expressed support for the <br /> soundwall. Because of the initial uncertainty regarding this project, the City agreed to <br /> assume responsibility for its construction. <br /> Over the past few months, CLC has been constructing a significant number of on-site <br /> and off-site soundwalls related to the development of its Stoneridge Creek continuing <br /> care community. As part of ongoing discussion between CLC, ACSPA and staff, CLC <br /> offered to add the Stoneridge Drive soundwall to its overall soundwall development <br /> activity provided it be reimbursed by the City. Toward this end, CLC provided the City <br /> with a cost estimate of the work which includes $166,430 to construct the soundwall, <br /> $15,000 for necessary landscaping repairs, $5,000 to off haul any soil and $13,660 for <br /> contingency for a total price of $200,000. The CIP 115035 budgeted amount is <br /> $230,000 and staff determined that this figure is generally consistent with current <br /> anticipated pricing the City would pay were it to contract to have this work done. Having <br /> CLC conduct this work represents cost savings to the City by utilizing CLC construction <br /> crews already working in the general vicinity of the project. The project will be <br /> constructed as a design build with soundwall design features such that it is consistent <br /> with existing adjacent soundwalls on Stoneridge Drive. <br /> DISCUSSION <br /> The recommended Amendment 1 to the Staples Ranch Neighborhood Park/Detention <br /> Basin Funding and Improvement Agreement memorializes CLC's agreement to <br /> construct the Stoneridge Soundwall. Staff and CLC will develop a construction schedule <br /> that minimizes the impact to adjacent property owners and is consistent with Staples <br /> Ranch project approvals.
