January 15, 2013 Community Development Department TITLE: PUD-93, BRUCE MYERS, DANVILLE SCHOOL STREET INVESTMENT - APPLICATION FOR PLANNED UNIT DEVELOPMENT (PUD) DEVELOPMENT PLAN APPROVAL TO CONSTRUCT A FOUR-LOT DETACHED SINGLE-FAMILY HOME DEVELOPMENT ON AN APPROXIMATELY 2.23-ACRE SITE LOCATED AT 362 SYCAMORE ROAD AND A VACANT LOT (APN 948-17-7-4), WITHIN THE NORTH SYCAMORE SPECIFIC PLAN AREA. APPLICANT: BRUCE MYERS, DANVILLE SCHOOL STREET INVESTMENT SUMMARY The applicant proposes a development plan for an approximately 2.23-acre site to establish four single-family residential lots. A private driveway would provide access to the proposed home sites as well as serve as an EVA. Bioswale and stormwater retention areas are proposed to pre-treat and handle on-site stormwater runoff. An arborist's report was prepared for the proposed development assessing the existing trees and recommending mitigation measures. Staff and the Planning Commission believe the proposed development, as conditioned, would be compatible with the surrounding uses. The applicant is in an agreement with the conditions of approval recommended by the Planning Commission. PLANNING COMMISSION ACTION Recommended approval of the application (5-0) subject to the conditions of approval in Attachment 1. RECOMMENDATION 1. Find that there are no new or changed circumstances or information which require additional CEQA review of the project; 2. Find that the proposed PUD Development Plan is consistent with the General Plan, the NSSP, and the purposes of the PUD Ordinance; 3. Make the PUD findings for the proposed development as stated in the November 28, 2012, Planning Commission staff report (Attachment 4); 4. Introduce the attached draft ordinance approving Case PUD-93 subject to Draft Conditions of Approval listed in Exhibit A.
