DISCUSSION <br /> While the 2005 General Plan includes language very similar to the 2008 Complete <br /> Streets Act and the Alameda CTC and MTC elements that are numbered below, the <br /> General Plan Program language calls for Complete Street Design in "new <br /> development," which does not adequately cover the 4th element "All Projects/All <br /> Phases." <br /> 1. Vision 6. Network/ Connectivity <br /> 2. All Users and Modes 7. Jurisdiction <br /> 3. Context Sensitivity 8. Design <br /> 4. All Projects/Phases 9. Performance Measures <br /> 5. Exceptions 10.Implementation Next Steps <br /> The attached Complete Streets Policy is based on Alameda CTC's resolution and policy <br /> template and covers the ten elements required by Alameda CTC and also meets the <br /> requirements of MTC and the Complete Streets Act of 2008.
