Councilmember Sullivan requested and staff agreed to the addition of language referencing the <br /> Development Standards and Design Guidelines and the General Plan. <br /> Councilmember McGovern said she made it very clear during the settlement agreement process that <br /> she would never support 100% affordable multifamily housing, which calls its residents out as needy of <br /> that support. As proposed, this Housing Element goes much further than the settlement agreement with <br /> regard to development by right and prohibits the City from discriminating against 100% affordable <br /> multifamily projects. She said the state has gone too far in holding the City hostage with the Housing <br /> Element and estimated that if put to a vote of the people, this Housing Element might not pass. <br /> Mayor Hosterman acknowledged her point and said she appreciated her comments; however, the goal <br /> is to provide both the state and community with a certain level of certainty while still maintaining as <br /> much local control as possible. She said she believed this does just that, particularly with the language <br /> added by Councilmember Sullivan, and that she could support the staff recommendation. <br /> Councilmember Thorne asked if the additional language could affect HCD's position. <br /> Mr. Fialho could not say but believed it preferable to add rather than delete language. <br /> Councilmember Cook-Kallio thought Councilmember McGovern might be right regarding a public vote <br /> but thought they might vote differently if they were to consider what not having a state certified Housing <br /> Element has cost the City over the last decade. She felt the protection offered by state certification, as <br /> well as its appeal to businesses looking to move into Pleasanton, made this something the City <br /> absolutely had to do. She moved approval of the staff recommendation, as amended by <br /> Councilmember Sullivan. <br /> Councilmember Thorne offered to second the motion. <br /> Mayor Hosterman requested the honor of making the motion. <br /> Councilmember Cook-Kallio withdrew her motion. <br /> Councilmember Sullivan said he agreed with much of Councilmember McGovern's comments. He said <br /> the state has clearly gone beyond the settlement agreement with some of the language requested. <br /> Councilmember McGovern said she is proud that this Council took a stand to defend its housing cap, <br /> which came about by a vote of the people, and the sustainability of this community. Consider amendment to the Pleasanton Municipal Code Chapter 17.36 Growth Management <br /> Program <br /> Mr. Bocian presented the staff report, stating that Council appointed a subcommittee, comprised of <br /> Councilmembers McGovern and Thorne, to review the City's existing Growth Management Ordinance. <br /> In March 2012, the subcommittee presented a report to the Council regarding an overall framework for <br /> amending the ordinance.
