P11-0824(Downtown Hospitality Guidelines), P12-0798(Pleasanton Municipal Code Amendments) <br /> Initial Study and Negative Declaration <br /> 2.2 ENVIRONMENTAL ANALYSIS <br /> In accordance with CEQA Section 15070, this initial study shows that them is no <br /> substantial evidence, in light of the whole record before the agency, that the project may <br /> have a significant effect on the environment. <br /> 2.3 PROJECT LOCATION <br /> Downtown Specific Plan Area <br /> The Draft Downtown Hospitality Guidelines (P11-0824) address commercial businesses <br /> and special events within the Downtown Specific Plan Area (Downtown) shown (below) on <br /> Figure 1, Downtown Specific Plan Area Location Map, and Figure 2, Downtown Specific <br /> Plan Boundary Map from the Downtown Specific Plan. Downtown Pleasanton is generally <br /> situated in the central portion of the City. Downtown is generally bounded by the Alameda <br /> County Fairgrounds to the west, the Arroyo del Valle to the north, properties by First, <br /> Second, and Third Streets to the east, and Bemal Avenue to the south. <br /> The 308-acre Downtown Specific Plan Area is divided into approximately 935 parcels. <br /> Parcels generally range in size from 0.2 acres to 3 acres in size, with the developed <br /> portion of the Civic Center area being the exception at 9 acres. Today, a mix of <br /> commercial and residential uses exist Downtown. Over 40 restaurants and bars and 70 <br /> residential units are in the Downtown Revitalization District—the primary commercial <br /> zoning district Downtown. The location of some hospitality-related uses (restaurants and <br /> bars) and the location of the Downtown Revitalization District relative to the Downtown <br /> Specific Plan Area are shown in Figure 3. The majority of the Downtown Revitalization <br /> District is surrounded by existing residential uses and property with a residential land use <br /> designation in the Pleasanton General Plan. <br /> City of Pleasanton <br /> The City of Pleasanton boundary is generally shown in Figure 1, and demarcated with a <br /> dashed line. A few other areas have since been annexed into the City of Pleasanton <br /> including Staples Ranch by 1-580 and El Charro Road, and property generally north of <br /> Busch Road near the City of Pleasanton's Operations Service Center at 3333 Busch Road. <br /> The proposed PMC amendment to change when a restaurant serving alcohol must apply <br /> for a Conditional Use Permit is proposed to apply City wide. The proposal would change <br /> the time trigger for when a Conditional Use Permit is required from 10:00 p.m. to 11:00 <br /> p.m. <br /> -November 2,2012 3 <br />
