P11-0824(Downtown Hospitality Guidelines), P12-0798(Pleasanton Municipal Code Amendments)
Initial Study and Negative Declaration
5.19. MANDATORY FINDINGS OF SIGNIFICANCE
Leas Than
Significant
Potentially Impact With Lass Than
Significant Mitigation Significant No
Issues Impact Incorporated Impact Impact
Mandatory Findings of Sianificance
Would the project
a) Does the project have the potential to degrade the quality I I I X 1
of the environment, substantially reduce the habitat of a
fish or wildlife species, cause a fish or wildlife population to
drop below self-sustaining levels, threaten to eliminate a
plant or animal community, reduce the number or restrict
the range of a rare or endangered plant or animal or
eliminate important examples of the major periods of
California history or prehistory?
b) Does the project have impacts that are individually limited, I I I I X
but cumulatively considerable? ("Cumulatively
considerable" means that the incremental effects of a
project are considerable when viewed in connection with
the effects of past projects, the effects of other current
projects, and the effects of probable future projects)?
c) Does the project have environmental effects, which will 0
cause substantial adverse effects on human beings, either
directly or indirectly?
DISCUSSION
a-c. No construction or demolition is proposed as part of the project.
Special events and hospitality uses, such as music, entertainment, and bars are
already allowed Downtown. The underlying zoning map establishing where these
ove
uses may be located is not proposed to change. Increases in o occupancy
envy above
Code, such as the Fire Code, are not proposed. These type
commercial land uses were addressed in the Pleasanton General Plan and its
corresponding EIR.
The proposed project is not anticipated to create any new or additional impacts
which have not already been studied in the Pleasanton General Plan and Housing
Element and CAP EIRs. Therefore, these would be of less than significant impact.
56
November Z 2012
