P11-0824(Downtown Hospitality Guidelines),P12-0798(Pleasanton Municipal Code Amendments) <br /> Initial Study and Negative Declaration <br /> consistent with the applicable policies and programs of the Pleasanton General <br /> Plan and the Downtown Specific Plan. <br /> Allowing Special Downtown Accessory Entertainment Uses as permitted uses (as <br /> proposed) if they adhere to the guidelines would protect the right of these <br /> businesses to operate. This would be consistent with program 12.5 of the Land Use <br /> Element of the Pleasanton General Plan. <br /> Enhancing Downtown as a focus of community activity; protecting the rights of <br /> businesses to operate; and preserving the character of Downtown were addressed <br /> in the Pleasanton General Plan and its corresponding EIR. <br /> These types of events and commercial land uses were addressed in the Pleasanton <br /> General Plan and its corresponding EIR. The Pleasanton General Plan EIR and <br /> Housing Element and CAP EIR required no mitigation/improvement measures for <br /> land use and planning impacts and deemed all land use and planning impacts <br /> without mitigation as being less than significant. <br /> The proposed project is not anticipated to create any new or additional impacts <br /> which have not already been studied in the Pleasanton General Plan and Housing <br /> Element and CAP EIRs.
