LAND USE PLANNING — — — -- — <br /> ENVIRONMENTAL SETTING <br /> The project area is the Downtown Specific Plan Area and is City wide, as described in the <br /> Project Description above (see Section 2). <br /> City of Pleasanton General Plan. The City of Pleasanton General Plan establishes <br /> comprehensive long-term land use policies for the City of Pleasanton. Policies and <br /> programs in the General Plan provide direction for planned growth in the City of <br /> Pleasanton. The General Plan policies and programs applicable to the proposed project <br /> include: <br /> Land Use Element <br /> Policy 8: Preserve and enhance the character of existing residential neighborhoods. <br /> Program 8.1: Enforce the provisions of the City's zoning ordinance and <br /> related planning ordinances to maintain the character of existing residential <br /> neighborhoods. <br /> Policy 12: Preserve the character of the Downtown while improving its retail and <br /> residential viability and preserving the traditions of its small-town character. <br /> Program 12.5 Consider drafting and ordinance that protects the right of <br /> businesses to operate in the Downtown commercial area. <br /> Community Character Element <br /> Policy 4: Enhance the Downtown as a focus of community activity. <br /> Program 4.1 Provide opportunities for people to gather as a community and <br /> enjoy the unique environment of the Downtown while limiting the impacts of <br /> street closures on local commerce. <br /> Downtown Pleasanton Specific Plan. The overall goal of the Downtown Specific Plan is <br /> to improve upon the commercial and residential viability of the Downtown while preserving <br /> the traditions of its small-town character and scale°.
