P11-0824(Downtown Hospitality Guidelines), P12-0798(Pleasanton Municipal Code Amendments) <br /> Initial Study and Negative Declaration <br /> 2.4 PLEASANTON GENERAL PLAN <br /> The General Plan land use designations vary for properties within the Downtown Specific <br /> Plan Area and City wide. <br /> The Pleasanton General Plan was adopted on July 21, 2009. It was amended on October <br /> 19, 2010 to remove all references to Pleasanton's previous housing cap. The Housing <br /> Element of the General Plan and the Climate Action Plan (CAP)were adopted on February <br /> 13, 2012. The Housing Element was further amended on June 5, 2012 and October 2, <br /> 2012. The Housing Element project included General Plan amendments and rezonings to <br /> accommodate high density housing and mixed use development with high density housing <br /> in Pleasanton. <br /> The State Clearinghouse number for the Pleasanton General Plan EIR is 2005122139. A <br /> CEQA process was not conducted for the October 19, 2010 amendments, since they did <br /> not necessarily increase any development potential. The State Clearinghouse number for <br /> the Housing Element project and CAP EIR is 2011052002. <br /> 2.5 ZONING <br /> The zoning designations vary for properties within the Downtown Specific Plan Area and <br /> City wide. <br /> 2.6 ADDITIONAL PROJECT DETAILS <br /> The PMC amendments would create a Downtown Hospitality Area with two new zoning <br /> districts: Downtown Central Core Area and Downtown Transition Area as shown in Figure <br /> 4, below. Minus the Arroyo del Valle property — which is excluded from the Downtown <br /> Hospitality Area, the boundary of the Downtown Hospitality Area is the same as the <br /> Downtown Revitalization District. <br /> As proposed, new hour, noise, and/or operation requirements would apply to accessory <br /> music and entertainment uses (called Special Downtown Accessory Entertainment Uses) <br /> and bars in the Downtown Hospitality Central Core Area and Downtown Hospitality <br /> Transition Area. Special Downtown Accessory Entertainment Uses would include live <br /> entertainment (music, poetry readings, stand-up comedy, performance art); disc jockey <br /> music; dancing; or other similar use as determined by the zoning administrator. A Special <br /> Downtown Accessory Use would not include adult entertainment establishment uses, as <br /> defined in Chapter 18.114 of the PMC. A summary of the main PMC standards proposed <br /> for Special Downtown Accessory Entertainment Uses, is shown in Table 1 (below). <br /> The City wide PMC amendment would change when a restaurant serving alcohol must <br /> apply for a Conditional Use Permit. The proposal would change the time trigger for when a <br /> Conditional Use Permit is required from 10:00 p.m. to 11:00 p.m. <br /> November 2, 2012 7 <br />
