The PDA1 and EVC support the Draft DHG and encourage the following <br /> recommended changes: <br /> 1. Cover page and all other applicable pages—Change the title of the document <br /> from "Downtown Hospitality Guidelines" to "Downtown Hospitality Policy." <br /> 2. Page 6 Map Titled Location of Selected Downtown Restaurants and Bars— <br /> Change title of map from "Location of Selected Downtown Restaurants and Bars" <br /> to "Boundaries of the Downtown Specific Plan, Downtown Revitalization District, <br /> and Location of Selected Downtown Restaurants and Bars." <br /> 3. Page 10 (Good Neighbor Policy), 3rd bullet, regarding loitering--Add "after the <br /> close of business" as shown below: <br /> Ensure their patrons do not loiter in front of their business and by adjacent <br /> neighboring businesses and residences after the close of business, and, if needed, <br /> work with City staff regarding the installation of enforceable no loitering signage; <br /> 4. Page 15 (Pre-Existing CUP)—Modify to allow all existing hospitality-related <br /> Conditional Use Permits (CUPs) to be amended at the staff level, if the <br /> amendments are consistent with the guidelines. <br /> 5. Page 16 (Commercial Guidelines Table), Noise Standards— <br /> a. Add "<_ 60 dBA from 10 pm – 6 am (all days)" requirement as measured at the <br /> property plane at the nearest residential zoning district as a requirement in <br /> the Transition Hospitality Zone. <br /> b.
