Counting rooms in assisted living facilities against the housing cap will reduce the number of units available in the City, potentially impacting the availability of workforce housing. Fiscal Impact: If the Initiative is adopted,shifting units from hillsides to other areas of the City, will likely result in a fiscal impact to the City in the form of decreased net annual operating revenues ranging from$69,000 to $183,000, as well as the loss of up to $2.8 million in one-time development impact fees for infrastructure projects. Additionally, the Pleasanton Unified School District is projected to receive$3.6 million to $12.9 million less in one-time development school impact fees than would have otherwise been anticipated when the housing cap is reached.
