THE CITY OF 15
•I -- CITY COUNCIL AGENDA REPORT
PLEASANTON,
November 20, 2012
Operations Services Department
TITLE: APPROPRIATE FUNDING FOR WATER RELATED IMPROVEMENTS
INCLUDED AS PART OF THE EL CHARRO ROAD IMPROVEMENT
PROJECT
SUMMARY:
As part of the El Charro Road improvement project, staff has been working with the City
of Livermore and the Dublin San Ramon Services District (DSRSD) to address potable
and recycled opportunities and needs. As an outcome of these efforts, an agreement
has been reached with Livermore to construct a water interconnect with the ability to
send potable water from Pleasanton to Livermore or from Livermore to Pleasanton in
the event of a mutually determined emergency, and to install pipe lines to bring recycled
water from either the City of Livermore or the Dublin San Ramon Services District
(DSRSD) into the City of Pleasanton. As part of the Staples Ranch development, the
Stoneridge Drive extension includes water lines for both potable and recycled water.
To facilitate these opportunities, staff approved construction specifications as part of the
El Charro Road improvement project that is being managed by the City of Livermore in
accordance with the El Charro Road Cost-Sharing Agreement between Livermore,
Pleasanton and the Alameda County Surplus Property Authority (ACSPA). Livermore
has recently provided cost information for this work and staff is recommending a funding
allocation to reimburse Livermore for the cost of the improvements. Total cost of the
work is $246,649 which is being divided between the City's Water funds 345 and 355.
El Charro road is entirely within our City limits and once it has been completed, it will be
transferred to the City. In anticipation of this fact, the road has been constructed to City
specifications.
RECOMMENDATION
Appropriate the following for El Charro Road water improvements:
1. $190,945 from Account 345 for recycled water improvements
2. $ 55,704 from Account 355 for potable water improvements
FINANCIAL STATEMENT
As of June 30, 2012, the City has collected $491,579 from the $.10 surcharge for
recycled water and funding for the improvements identified in this report are available in
Fund 345 to cover the $190,945 in project costs. The $55,704 for potable water
improvements will be funded by the Water Expansion Fund 355.
