THE CITY OF C --t CITY COUNCIL AGENDA REPORT 5 pLEASANTONo November 20, 2012 Community Development Engineering Division TITLE: APPROVE PLANS AND SPECIFICATIONS, REVIEW BIDS AND AWARD CONTRACT TO CALIFORNIA TRENCHLESS, INC. IN THE AMOUNT OF $400,400 FOR THE ANNUAL WATER MAIN REPLACEMENT — JOHNSON DRIVE PROJECT, CIP NO. 111028 SUMMARY Bids have been received for the project and staff is recommending award of the construction contract to the lowest responsible bidder, California Trenchless, Inc., in the amount of $400,400. The project replaces approximately 3,300 linear feet of water main on Johnson Drive. The existing line is made of Asbestos Concrete Pipe which was installed in the early 1960s. This pipe is installed behind the curb and in landscaping areas where there is potential for large tree roots to break the aged pipe. Customers for this water line are high water demand commercial category customers. The new pipe material will be PVC C-900 and will be installed in the public right of way. The old line will be abandoned in place. RECOMMENDATION 1. Approve plans and specifications for this project. 2. Review the bids received and award the contract for the project to California Trenchless, Inc. of Dublin, California, for a low bid amount of $400,400. 3. Authorize the City Manager to enter into the project contract. 4. Authorize the Director of Community Development to approve and execute any required contract change orders to address unanticipated project conditions for a not-to-exceed amount of$60,931 (approximately 15% of the contract). 5. Authorize the transfer of $50,000 from CIP 121028, Annual Water Main Replacement, to complete the funding for this project. FINANCIAL STATEMENT Funding for this project is provided by the CIP through the Annual Water Main Replacement project (CIP No. 111028 and CIP 121028). This project is part of an annual ongoing program that will replace and upgrade existing infrastructure and reduce maintenance costs.
