TO COMPLETE A LOWER <br /> INCOME HOUSING FEE ANALYSIS STUDY <br /> SUMMARY <br /> The City received six proposals in response to its August 23, 2012 Request for <br /> Proposals (RFP) to conduct a Lower Income Housing Fee Study. After evaluating all <br /> proposals, staff is recommending awarding a professional services agreement to <br /> Economic & Planning Systems, Inc. for a cost not to exceed $50,000. In addition, staff <br /> is recommending a project contingency of $10,000 (20%) in the event staff determines <br /> the need for additional consultant and/or legal analysis that may develop from staff <br /> review or and/or public discussion. <br /> RECOMMENDATION <br /> 1. Approve a Professional Services Agreement with Economic & Planning Systems, <br /> Inc. (Attachment 1) on a time and material basis for a not to exceed fee amount of <br /> $50,000 plus a 20% contingency of $10,000 for a maximum project amount of <br /> $60,000. <br /> 2. Appropriate $60,000 from the Lower Income Housing Fund (271900-4385) to cover <br /> the cost of the project. <br /> FINANCIAL STATEMENT <br /> This project is not included in the City Budget but is part of the General Plan Housing <br /> Element Update. Funding will come from the City Lower Income Housing Fund <br /> (271900-4385). <br /> Page 1 of 3 <br />
