Accepted the Monthly Disbursements and Investment Report for August 2012 <br /> MOTION: It was m/s by Thorne/McGovern to approve Consent Calendar as submitted. Motion <br /> carried by the following vote: <br /> Ayes: Councilmembers Cook-Kallio, McGovern, Sullivan, Vice-Mayor Thorne <br /> Noes: None <br /> Absent: Mayor Hosterman <br /> MEETING OPEN TO THE PUBLIC <br /> 8. Pleasanton Walk to School Days Proclamation <br /> Vice-Mayor Thorne presented the proclamation and introduced Director of Economic <br /> Development. Ms. Ott provided an overview of the Walk to School Days Activities taking place <br /> this week. <br /> 9. Business Anniversary Recognition <br /> Ms. Ott acknowledged the 196 businesses celebrating 15, 20, 25, 30 or 40 years anniversaries <br /> of conducting business in Pleasanton. <br /> 10. Public Comment <br /> Cathe Norman read the names of the 16 American military killed in Afghanistan since her last <br /> reading. <br /> Fred Norman reported that the U.S. would soon enter its 12th year in Afghanistan and that 263 <br /> American military have died there this year. Given the current state of Afghanistan, it is difficult <br /> to understand what is accomplished by these deaths. He pleaded with the Council for help in <br /> working to stop even more senseless deaths. <br /> PUBLIC HEARINGS AND OTHER MATTERS <br /> 12. Consideration of resolution to opt-in to the Alameda County Mandatory Commercial <br /> Recycling Ordinance and update regarding Pleasanton Garbage Service request for a rate <br /> adjustment <br /> Assistant City Manager Bocian presented the staff report via PowerPoint. He reminded the <br /> Council that it first reviewed the Alameda County Mandatory Commercial Recycling Ordinance <br /> in February 2012, but elected to opt-out at that time to allow for completion of the rate review <br /> process with Pleasanton Garbage Service (PGS) and to consider the financial impacts of opting <br /> in. <br /> He discussed AB 341, which requires municipalities adopt a new ordinance setting forth <br /> procedures for complying with State law mandating commercial recycling. AB 341 went into <br /> effect in July 2012 and while the City has been operating in accordance with State law, it has <br /> City Council Minutes Page 2 of 12 October 2, 2012 <br />
