Councilmember McGovern said she strongly believed that the gravity of the material warranted <br /> a PowerPoint presentation for the public to follow and that if there had been an opportunity to <br /> review this dialogue as it occurred, perhaps the public and Council could have fine-tuned it more <br /> to their liking. <br /> Councilmember Cook-Kallio suggested adding to the statement in question; "Projects complying <br /> with the Development Standards and Design Guidelines will be approved using the PUD <br /> process." <br /> Mr. Dolan said that was likely preferable to eliminating it entirely, but he still feared they would <br /> question the intent and force a more pointed discussion about "by right," which the City would <br /> not likely win. <br /> MOTION: It was m/s by Cook-Kallio/Thorne to approve the General Plan Amendment to the <br /> Housing Element to amend Program 9.1 and Background Section on Potential Governmental <br /> Constraints to Housing. Motion failed by the following vote: <br /> Ayes: Councilmember Cook-Kallio, Vice-Mayor Thorne <br /> Noes: Councilmembers McGovern, Sullivan <br /> Absent: Mayor Hosterman <br /> MOTION: It was m/s by Sullivan/McGovern to direct staff to reengage the HCD regarding the <br /> concerns raised tonight and return with a PowerPoint presentation and revised language, if <br /> appropriate, at the next Council meeting. Motion passed by the following vote: <br /> Ayes: Councilmembers Cook-Kallio, McGovern, Sullivan, Vice-Mayor Thorne <br /> Noes: None <br /> Absent: Mayor Hosterman <br /> MATTERS INITIATED BY COUNCIL: None <br /> COUNCIL REPORTS: None <br /> ADJOURNMENT <br /> There being no further business, the meeting was adjourned at 9:28 p.m. The Council extended <br /> a tribute to our nation's men and women serving in the military.
