With regards to pending action at the State level, he said this agreement was negotiated in good faith and he has no desire to hold it up for something that may not ultimately happen in the near future. He said he has not received money or other help from unions since 2004, though he did receive a last minute endorsement from the firefighters' union during his last election. He said he would be happy to discuss transfer of wealth with anyone but that he believed the real issue to be with the transfer from the 99% to the 1%. Councilmember McGovern noted that the City has been involved in negotiations with all four of its labor groups during the last year and a half, which is a lot of difficult and meaningful work the public should recognize. She said they achieved several significant changes that were discussed in the white paper, including a nearly full pick up of the EPMC, most of which she did not anticipate accomplishing. She offered her thanks to everyone involved and especially to the public for speaking up about what was important to them and the community. She read from the minutes of August 16, 2011, during which Mr. Bartel said there is an underlying basis that the unfunded liability would grow despite any efforts to eliminate negative amortization. She said the Council knew that the unfunded liability would continue to grow moving forward and that it would continue to work to do what was possible to take that off the shoulders of the future. Mayor Hosterman said she was incredibly impressed with the work and comments of her colleagues. Negotiations are a balancing act and that the Council has learned through painful experience that these changes need to approached in a methodical way that makes sense for both the City and its employees. She echoed the Council's thanks to everyone for their involvement in this process and those to come down the road.
