With regards to pending action at the State level, he said this agreement was <br /> negotiated in good faith and he has no desire to hold it up for something that may not ultimately <br /> happen in the near future. He said he has not received money or other help from unions since <br /> 2004, though he did receive a last minute endorsement from the firefighters' union during his <br /> last election. He said he would be happy to discuss transfer of wealth with anyone but that he <br /> believed the real issue to be with the transfer from the 99% to the 1%. <br /> Councilmember McGovern noted that the City has been involved in negotiations with all four of <br /> its labor groups during the last year and a half, which is a lot of difficult and meaningful work the <br /> public should recognize. She said they achieved several significant changes that were <br /> discussed in the white paper, including a nearly full pick up of the EPMC, most of which she did <br /> not anticipate accomplishing. She offered her thanks to everyone involved and especially to the <br /> public for speaking up about what was important to them and the community. <br /> She read from the minutes of August 16, 2011, during which Mr. Bartel said there is an <br /> underlying basis that the unfunded liability would grow despite any efforts to eliminate negative <br /> amortization. She said the Council knew that the unfunded liability would continue to grow <br /> moving forward and that it would continue to work to do what was possible to take that off the <br /> shoulders of the future. <br /> Mayor Hosterman said she was incredibly impressed with the work and comments of her <br /> colleagues. Negotiations are a balancing act and that the Council has learned through painful <br /> experience that these changes need to approached in a methodical way that makes sense for <br /> both the City and its employees.
