Ordinance No. Page 2 as part of the Housing Element Update process, the City Council established a subcommittee of its members to consider amendments to the growth management program; and WHEREAS, while additional review of the growth management program is anticipated to determine consistency with the City's current and new infrastructures capacities, including roadways, water, sewer, and facilities, and potentially alternative methods allocating growth management approval, the City Council recognizes the need for an interim amendment to the growth management program now to ensure consistency with state law, including the next Regional Housing Needs Allocation cycle beginning July 1, 2014. WHEREAS, based on the above findings, the City Council declares that the this ordinance is consistent with the General Plan, promotes the public health, safety and welfare, maintains or improves the community's quality of life, establishes as reasonable rate of growth that is fair and equitable to the development community, provides needed flexibility, and is consistent with state law. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES HEREBY ORDAIN AS FOLLOWS; SECTION 1: The City Council hereby repeals in its entirety Chapter 17.36 (Growth Management Program). SECTION 2: The City Council hereby adopts a new Chapter 17.36 (Growth Management Program), as set forth in Exhibit "A", , and incorporated herein. SECTION 3: A summary of this ordinance shall be published once within 15 days after its adoption in "The Valley Times", a newspaper of general circulation published in the City of Pleasanton and, and the complete ordinance shall be posted for fifteen (15) days in the City Clerks office within fifteen (15) days after its adoption. SECTION 4: This ordinance shall be effective thirty days after its passage and adoption.
