THE CITY OF _ 13 <br /> CITY COUNCIL AGENDA REPORT <br /> LEASANTON© <br /> October 16, 2012 <br /> Assistant City Manager <br /> Community Development <br /> TITLE: INTRODUCTION OF AN ORDINANCE AMENDING CHAPTER 17.36 OF THE <br /> PLEASANTON MUNICIPAL CODE CONCERNING THE GROWTH <br /> MANAGEMENT PROGRAM <br /> SUMMARY <br /> With the 2009 Urban Habitat Settlement Agreement concerning the City's housing cap, <br /> the City Council determined it appropriate to review the City's Growth Management <br /> Ordinance (GMO) (PMC 17.36). In addition, Program 9.1 of the recently adopted <br /> General Plan Housing Element anticipates a review of the GMO to assure that the rate <br /> of residential development is consistent with the City's interests, infrastructure and state <br /> law. To facilitate this review, the City Council appointed councilmembers McGovern and <br /> Thorne to act as the Growth Management Subcommittee (Subcommittee) which has <br /> been meeting to review the ordinance. <br /> On March 20 of this year, the Subcommittee presented a report to the City Council <br /> regarding an overall framework for an amended ordinance. While it is anticipated that a <br /> broader discussion regarding a potential major revision to the GMO will occur next <br /> calendar year, the subcommittee is recommending the Council consider an amendment <br /> at this time to modify the current GMO annual housing unit allocation number from a <br /> fixed 350 units to one that adjusts every seven years consistent with the Regional <br /> Housing Needs Allocation (RHNA) numbers assigned to the City as included in the <br /> Regional Needs Allocation Plan prepared by the Association of Bay Area of <br /> Governments. The Subcommittee is also recommending that reference to GMO <br /> suballocations be removed since these create a degree of complexity to the program <br /> that is not applicable to current or anticipated planning activity, and to clarify that the <br /> City Council may transfer units from one year to the next in a specific RHNA cycle to <br /> address its planning direction. <br /> RECOMMENDATION <br /> Introduce the attached Ordinance (Attachment A) amending Chapter 17.36 of the <br /> Pleasanton Municipal Code concerning the Growth Management Program <br /> FINANCIAL STATEMENT <br /> There is no financial impact as a result of this action. <br />
