Mr. Nelson Fialho, City Manager
Page 2
Inclusionary Housing: The element was not revised to address this Finding. For
more information, see prior review.
Fees and Exaction: The element identifies $103,007 as the total for processing,
planning, permit, and impact fees for a single-family home (page 87), approximately
twice as much or more than the fees of nearby jurisdictions (e.g. Livermore, San
Ramon, Walnut Creek). As noted in the prior review, the element should analyze
the impact of fees and exactions on development costs fora typical single-family
home and, as appropriate, include programs to address, thel constraint. For more
information, see prior review and the Building Blocks'web-site at
http://www.hcd.ca.gov/hpd/housing element2/CON home.php.
Local Processing and Permit Procedures: The element was not revised to address
this Finding. For more information, see prior review and the sample table in the
Building Blocks'at
http://www.hcd.ca.gov/hpd/housing element2/CON permits.php.
On/Off-Site Improvements: The element was not revised to address this Finding.
For more information, see prior review and the Building Blocks'at
http://www.hcd.ca.gov/hpd/housing element2/CON offsite.php.
2. Identify adequate sites which will be made available through appropriate zoning and
development standards and with public services and facilities needed to facilitate
and encourage the development of a variety of types of housing for all income
levels, including rental housing, factory-built housing, mobilehomes, and emergency
shelters and transitional housing. Where the inventory of sites, pursuant to
paragraph (3) of subdivision (a), does not identify adequate sites to accommodate
the need for groups of all household income levels pursuant to Section 65584, the
program shall provide for sufficient sites with zoning that permits owner-occupied
and rental multifamily residential use by right, including density and development
standards that could accommodate and facilitate the feasibility of housing for very
low- and low-income households (Section 65583(c)(1)).
Unaccommodated Need and Shortfall of Sites: The element indicates rezoning has
been completed on the nine identified sites (Page 67 and Table III-2) and describes
adopting development standards "...to create more certainty..." (Program 9.7).
However, the element should clarify permitting multifamily uses consistent with
Government Code Sections 65583.2 (h) and (i) as described in the prior review.
