• Establishes anannuallimit for-new res4d-een1ial units-(with the-exception-described in-the <br /> previous paragraph); <br /> Requires-the apportionment of new residential units-to categories of projects(i.e.- <br /> affordable projects; major--projects;-and first-come;-first-serve-projects); <br /> • Describes-a process for-obtaining-an-allocation-under-the program. <br /> In-recent years, as fewer large residential-development-sites are available, ands number-off <br /> residential n' seeking-buildingpermits-became-significantly lower than the annual-allocation; <br /> the growth-management-ordinance-has not-come into play.In 2010-,--the-City amended-its Growth <br /> Managemer>-ordinance-to-ensure-thatit did not-prevent the-City-from approving residential <br /> development-assigned to the City through-the RHNA-process—Because the-number of units <br /> approved-to-date in this-planning-period (January 2007 through-June 201-4)+s-1,976-units-less <br /> than-the RHNA-assignment;-there are extensive opportunities for new-housing development in <br /> the-planning-period-such that the amended-Growth-Management-Ordinance-will-have no impact <br /> on the cost, supply, timing-or affordability of housing-likely to-be-proposed in-that time-frame- <br /> However, as this-Housing Element will result-in the redesignation of a-number of sites to allow <br /> multifamily residential development, and as-housing development emerges-from the-recent <br /> slump-the City will conduct a review-of the Growth-Management Program-as-necessary-to-ensure <br /> that that growth is consistent-with housing-needs and-infrastructure-capacity (Program-9.1). <br /> The City of Pleasanton's current Growth Management Ordinance allows approval of 350 units per <br /> year, subject to the following: <br /> - Second units, condominium conversions, and security residences on commercial or <br /> industrial properties are exempt. <br /> - Fifty (50) units peryear are set aside for"affordable housing projects." <br /> - Two hundred (200) units per year are set aside for major projects, or those protects with <br /> 100 or more units. <br /> One hundred (100) units per year are reserved for"first come, first served" projects which <br /> include single residences and any other protect that is not an affordable proiect, or a major <br /> project. Fifteen of the 100 "first come first served" are reserved for single-lot custom <br /> homes. <br /> In 2009, the Ordinance was revised to reflect that the 350-unit-per-year limit would be exceeded if <br /> needed to meet obligations under the City's RHNA allocation. <br /> The program includes provisions for carrying over growth management allocations to subsequent <br /> years, borrowing allocations from succeeding years, and for use of unused major project and "first <br /> come first served" project allocations in each year.
