THE CITY OF 12 CITY COUNCIL AGENDA REPORT pL£ASANTONa October 16, 2012 Community Development Planning Division TITLE: PUBLIC HEARING: P12-1691 - CITY OF PLEASANTON - CONSIDERATION OF A GENERAL PLAN AMENDMENT TO THE HOUSING ELEMENT TO AMEND PROGRAM 9.1 AND THE SECTION ON POTENTIAL GOVERNMENTAL CONSTRAINTS TO HOUSING IN THE BACKGROUND INFORMATION [This staff report was presented to the City Council at its meeting of October 2, 2012. A public hearing was conducted and closed at that meeting, but the City Council did not take final action. Knowing that this matter would come back before the Council, it was requested that the information in staffs oral presentation on October 2 be provided in written form for the October 16 meeting. The information from staffs oral presentation on October 2 is italicized and inserted below under the Project Description and the Consistency with General Plan headings.] SUMMARY On May 17, 2012, the California Department of Housing and Community Development (HCD) provided comments on the Housing Element adopted by the City in February 2012. Since then, City staff has worked with HCD staff to draft language that meets the State housing law requirements and is consistent with Pleasanton's housing goals. As noted in the August 23, 2012 letter from Glen Campora (Attachment 2), HCD finds the Housing Element, if amended with the proposed revisions, will comply with State housing element law. PLANNING COMMISSION ACTION On September 12, 2012, the Planning Commission recommended approval of the Housing Element amendment on the consent agenda by a vote of 5 to 0. STAFF RECOMMENDATION 1. Adopt the resolution (Attachment 1) approving a General Plan Amendment to amend Program 9.1 and the section on Potential Governmental Constraints to Housing in the Background material of the Housing Element adopted on February 13, 2012, and amended on June 5, 2012. FINANCIAL STATEMENT The City Council's action will have no direct financial impact.
