A public hearing was conducted and closed at that meeting, but the City <br /> Council did not take final action. Knowing that this matter would come back <br /> before the Council, it was requested that the information in staffs oral <br /> presentation on October 2 be provided in written form for the October 16 meeting. <br /> The information from staffs oral presentation on October 2 is italicized and <br /> inserted below under the Project Description and the Consistency with General <br /> Plan headings.] <br /> SUMMARY <br /> On May 17, 2012, the California Department of Housing and Community Development <br /> (HCD) provided comments on the Housing Element adopted by the City in February <br /> 2012. Since then, City staff has worked with HCD staff to draft language that meets the <br /> State housing law requirements and is consistent with Pleasanton's housing goals. As <br /> noted in the August 23, 2012 letter from Glen Campora (Attachment 2), HCD finds the <br /> Housing Element, if amended with the proposed revisions, will comply with State <br /> housing element law. <br /> PLANNING COMMISSION ACTION <br /> On September 12, 2012, the Planning Commission recommended approval of the <br /> Housing Element amendment on the consent agenda by a vote of 5 to 0. <br /> STAFF RECOMMENDATION <br /> 1. Adopt the resolution (Attachment 1) approving a General Plan Amendment to <br /> amend Program 9.1 and the section on Potential Governmental Constraints to <br /> Housing in the Background material of the Housing Element adopted on <br /> February 13, 2012, and amended on June 5, 2012. <br /> FINANCIAL STATEMENT <br /> The City Council's action will have no direct financial impact. <br />
