Chairperson Probed closed the meeting for Public Comment at 8:15 p.m. <br /> Commissioner Butler asked Mr. Weir where he thought the neighborhood would stand if <br /> additional units were to be added to this project. Mr. Weir felt that members of the Task Force <br /> could better answer these questions. <br /> Commissioner Casey discussed the Task Force process and the different layouts that had been <br /> presented by MidPen. He also discussed constraints that were put on the design and the <br /> priority for retaining the character of Kottinger Place. Commissioner Casey noted that the <br /> members of the Task Force extensively reviewed costs and believe they have come up with <br /> something that is well balanced. He commended MidPen for obtaining neighborhood feedback <br /> and thanked Pleasanton Gardens for offering its property and the synergy it provides for <br /> bringing both components together. Commissioner Casey felt that Option 2 is the right option. <br /> Mr. Bocian was asked by Commissioner Casey about the transition between Barcelon and <br /> MidPen. He advised that this would likely take place around the time the new units were being <br /> occupied. Mr. Bocian indicated that the Commission would also need to consider authorizing <br /> staff to negotiate an agreement with MidPen. <br /> Commissioner Casey questioned whether Task II items would be brought before the Housing <br /> Commission for review and if there would be a continuation of the current Task Force. <br /> Commissioner Welsh asked about the intention of the land lease and keeping the units as low- <br /> income. <br /> Commissioner Mermelstein had questions about hard costs for the project and federal Section 3 <br /> requirements. Mr. Erickson indicated that MidPen would have to develop a plan to meet federal <br /> Section 3 requirements which require that local jurisdictions using federal funds make an <br /> attempt to hire local public housing and low income residents. <br /> Commissioner Butler had questions about the relocation of current residents. Mr. Bocian <br /> advised that this had been a significant issue for the Task Force and the plan is to phase <br /> construction to try and retain tenants at one of the locations to minimize the need for relocation. <br /> He indicated that MidPen has relocation specialists they will use for this phase, but he was <br /> unsure at this time whether any residents would need to be moved off-site temporarily. <br /> Chairperson Probed felt that bringing MidPen in was a win-win situation, and having Pleasanton <br /> Gardens join in was also a great step. He felt that the components of Option 2 reached all the <br /> desires of the Task Force. In reference to Mr. Weir's concerns about costs, he felt that <br /> comparing single-family housing and affordable housing was confusing. Chairperson Probed <br /> felt that seniors would benefit from development of this project. <br /> A motion was made by Chairperson Probed, seconded by Commissioner Butler, recommending <br /> that the City Council select Development Option 2 for the Kottinger Place and Pleasanton <br /> Gardens development project and proceed with Task II of the Exclusive Negotiation Rights <br /> Agreement (ENRA) with MidPen Housing. <br /> ROLL CALL VOTE: <br /> AYES: Commissioners Butler, Casey, Mermelstein, Welsh and Chairperson Probed. <br /> NOES: None <br /> ABSENT: Commissioner Lopez <br /> ABSTAIN: None <br /> Page - 5 - <br />
