BACKGROUND <br /> State Assembly bill 3229 signed by the governor on July 12th, 1996 added section <br /> 30061 of the Government Code establishing a statewide fund for allocation to local <br /> police agencies, referred to as the Citizens' Options for Public Safety Program. As <br /> required by the bill, the County of Alameda has established a Supplemental Law <br /> Enforcement Services Fund and has established a committee to oversee and review the <br /> annual expenditures by local agencies from this fund. The funds are allocated to our <br /> City based on population. For COPS Year 16, the City of Pleasanton has received an <br /> allocation of $114,094. <br /> Federal Asset Funds are generally the result of property seizures stemming from <br /> narcotics investigations and may be used by the Police Department in furtherance of <br /> legitimate law enforcement interests. The current fund balance is $101,225. <br /> Recommended Expenditures <br /> This expenditure was reviewed and approved by the department's Executive Staff and <br /> as a result of this process, the Police Department recommends utilizing the COPS Year <br /> 16 allocation for the following item, which supports front line law enforcement functions <br /> and serves to enhance public safety. This expenditure will total approximately <br /> $181,206. This will be funded, in part, from COPS 16 ($114,094) and the remaining <br /> balance from the Police Department's Federal Asset Forfeiture Fund ($67,112). <br /> • Armored Rescue Vehicle $181,206 <br /> An Armored Rescue Vehicle (ARV) provides life saving ballistic protection from high <br /> powered ammunition and would greatly enhance the police department's ability to <br /> immediately respond to a variety of critical incidents. The ARV is a platform to rescue <br /> citizens and police personnel trapped or injured during dynamic life threatening events <br /> and to resolve critical incidents occurring within our area of responsibility. <br /> Currently, department personnel must respond to high risk situations in vehicles that are <br /> general-purpose vehicles offering little or no protection against high powered rifle <br /> ammunition.
