BACKGROUND <br /> The proposed annexation consists of 10.08 acres located at 6010 Allisal Street at the <br /> east end of Sycamore Road within the HVSP area. Property owner Sherman Balch has <br /> requested annexation to the City in order to subdivide this property into two parcels. <br /> This annexation is contiguous to the City boundary at the northerly and easterly property <br /> lines of the Balch Parcel. <br /> The City of Pleasanton adopted a Specific Plan for Happy Valley in 1998. The Specific <br /> Plan covers an 860-acre area, which includes the Balch parcel. The Specific Plan was <br /> adopted in conjunction with a pre-zoning of the 860-acre area to allow for the <br /> development of a municipal golf course, residential housing, open space, and agricultural <br /> uses. <br /> This parcel was pre-zoned in the HVSP as PUD-SRDR (Planned Unit Development <br /> Semi-Rural Density Residential) and PUD-AG/OS (Planned Unit Development <br /> Agricultural/Open Space). A development plan for this parcel has been submitted to the <br /> City and is currently being processed. This proposed development plan is consistent <br /> with the HVSP. <br /> DISCUSSION <br /> General Plan Issues <br /> This reorganization is consistent with the City's General Plan. The General Plan states <br /> that the annexation of parcels of unincorporated land is critical to the effective system of <br /> municipal services. The General Plan identifies the following criteria for evaluating <br /> annexation proposals: <br /> 1. The public agencies, which provide services, should be able to serve the annexed <br /> area with existing or expandable services. <br /> This property will be served by the utilities installed on Alisal Street. Utilities within <br /> the annexation will be extended with the proposed development. <br /> 2. The proposed annexation should be a logical extension of an existing planned or <br /> developed area. <br /> This proposed annexation is contiguous to the City limits at the Northerly and <br /> easterly property lines of the proposed annexation. This parcel is included in the <br /> Happy Valley Specific Plan Area. <br /> 3. The quality of the development proposed for the area to be annexed should <br /> enhance the existing community. <br /> A development plan has been proposed for this parcel. The proposed <br /> development plan conforms to the City land use/design policies consistent with <br /> the Happy Valley Specific Plan. <br /> The subject annexation is contiguous to the city limits and is within the City's Urban <br /> Growth Boundary. This annexation appears to be a logical expansion of the City <br /> boundary and would allow control for future development. <br /> Page 2 of 3 <br />
