Statistics also show that fewer than 3% of <br /> sudden arrest victims have an AED deployed on them, despite the fact that they are now located in <br /> many schools, airports and workplaces. <br /> The purpose of PulsePoint is to improve the frequency of bystander CPR and the awareness and <br /> speed of public access to defibrillators. PulsePoint has been active in Contra Costa County and the City <br /> of San Jose for some time and numerous saves have been attributed to the early intervention made <br /> possible by the app. The public is able to select from a variety of alerts, including local disasters and <br /> CERT notifications, and can opt to listen to live radio traffic associated with that particular emergency. <br /> The public can view and download the app at www.pulsepoint.orq. <br /> He acknowledged concerns regarding security, and assured the Council and the public that the app <br /> only provides notification of public locations, not residential addresses. PulsePoint has been thoroughly <br /> vetted through the FCC and, while it is capable of determining your location, there is no connection <br /> between the device's location and its owner. <br /> Councilmember Cook-Kallio asked if there has been any coordination with local hospitals and schools. <br /> She said she could see the potential benefits of a teacher having this app in a disaster and being able <br /> to make decisions based on the information provided. <br /> Chief Miguel said "no" but thought such community partnerships would come in the near future. <br /> Councilmember McGovern asked and Chief Miguel confirmed that the app is not intended to serve as a <br /> means to request emergency services. She asked what resources are available to individuals who <br /> would like to locate the closest AED but not be contacted as a responder. <br /> Chief Miguel said they could download and register the app but disable alerts and that the AED <br /> information would still be available based on their location. <br /> 19. Public Hearing: PUD-02-09M, P12-0637, and P12-0638, Safeway, Inc. — Consider applications <br /> for (1) Major Modification of the PUD for the Pleasanton Gateway commercial center at 6782 <br /> Bernal Avenue to replace a 4,379-sq. ft bank/restaurant building with a drive-through, a self-serve <br /> gasoline station with nine fuel dispensers and a monument sign facing Bernal Ave.; (2) <br /> Conditional Use Permit for a service station with 24-hour operation; and (3) Sign Design Review <br /> for the service station's building and monument sign <br /> Community Development Director Dolan presented the staff report and provided a brief slide <br /> presentation to illustrate the site's configuration, circulation and landscape improvements. He discussed <br /> site circulation, noting that the proposed location is immediately beyond the existing Wells Fargo <br /> building and parking area and adjacent to an approved commercial structure that is anticipated to <br /> house a drive thru coffee shop and perhaps another use. <br /> Mayor Hosterman asked if the other use could potentially be a fast food restaurant. <br /> Mr. Dolan said any other commercial use would be allowed, though he did not believe there was any <br /> intent to construct a fast food restaurant. He reviewed site elevations, noting that staff worked with the <br /> applicant to expand on the existing 30-foot deep landscape buffer in order to improve the overall <br /> appearance of the station. The landscape materials are designed to match and blend with those of the <br /> overall project. <br /> He explained that the original approval for the development called for a 4,300 square foot restaurant <br /> and/or bank building with three-lane drive through.
