Box 520 <br /> Pleasanton, CA 94566-0802 <br /> Dear Mr. Fialho: <br /> RE: Review of the City of Pleasanton's Adopted Housing Element <br /> Thank you for submitting Pleasanton's housing element adopted on February 13, 2012 <br /> and received on February 17, 2012. The Department is required to review adopted <br /> housing elements and report the findings to the locality pursuant to Government Code <br /> Section 65585(h). Communications with Ms. Janice Stern, Planning Manager, <br /> facilitated the review. <br /> The adopted housing element addresses most of the statutory requirements described <br /> in the Department's October 14, 2011 review (see link below). For example, the <br /> element now identifies sufficient sites with appropriate densities (Table III-2) to <br /> accommodate the regional housing need. However, in some cases, changes were not <br /> made to the housing element to address the Department's October 2011 findings and <br /> the following revisions are still necessary to comply with State housing element law <br /> (Article 10.6 of the Government Code): <br /> 1. Analyze potential and actual governmental constraints upon the maintenance, <br /> improvement, or development of housing for all income levels, including the types <br /> of housing identified in paragraph (1) of subdivision (c), and for persons with <br /> disabilities as identified in the analysis pursuant to paragraph (7), including land use <br /> controls, building codes and their enforcement, site improvements, fees and other <br /> exactions required of developers, and local processing and permit procedures <br /> (Section 65583(a)(5)). <br /> Land-Use Controls: The element was not revised to address this Finding. For <br /> more information, see prior review and the Building Blocks'at <br /> http://www.hcd.ca.gov/hpd/housing element2/CON landuse.php. <br />
