As shown in the table below, the total amount of housing in Pleasanton has risen approximately
20 percent since the adoption of the Growth Management Ordinance in 1996. Durirq the same
period, housing growth in the remainder of Alameda County has grown only 12 percent. These
figures suggest that adoption of the Growth Management Ordinance has not had a significant
impact on housing production in Pleasanton relative to housing production in Alameda County.
Pleasanton's ALA Co ALA Co's
Year PLEASANTON Yr to Yr (not including Yr to Yr increase as
increase as% Pleasanton) not including Pleasanton)
1990 19361 482 748
1991 19 891 3% 487.819 1%
1992 20,145 1% 487 791 0%
1993 20,431 1% 490,157 0°/s
1994 20,850 2% 492,787 1%
1995 21287 2% 492 967 0%
1996 21,727 2% 4942 1% Growth Ma
1997 22,238 2% 500,710 1%
1998 22 873 3% 502 666 1%
1999 23358 2% 510.203 1%
2000 23,968 3% 516 215 1% ICZO Started
2001 24350 2% 519,449 1%
2002 24517 1% 522693 1%
2003 24,860 1% 526,213 1%
2004 25,042 1% 528,983 1%
2005 25 253 1% 532 852 1%
2006 25,470 1% 536,282 1%
2007 25682 1% 530476 1%
2008 25 837 1% 543.833 1%
2009 25 938 0.4% 546 173 0.4%
2010 26 053 OA% 555 319 2%
2011 26 069 0i% 556658 0,2%
2012 26132 02% 557 917 0.2%
% Increase 20% 12%
from 1996
% Increase 9% 8%
from 2000
ICZO Inclusionary Zoning Ordinance
To the extent that growth management had any impact on housing costs or quantity of production
of housing in Pleasanton, it will not affect either of those issues for the duration of the current
planning period. Because the housing units proposed during the current planning period are well
short of the overall 3,299 RHNA allocation, the Growth Management Ordinance has no bearing
on the number of units that can be approved until the 3,299 units assiqned to the City have been
achieved. Based on current market conditions and anticipated property owner interest in
development, the City will not receive applications for even 50 percent of the RHNA target, and,
therefore, no limitation on development will be applied.
City of Pleasanton Housing Element BACKGROUND—February 2012 100
